Rohnert Park Detectives Arrest Courier in Elder Financial Exploitation Scam

On July 6, 2026, detectives with the Rohnert Park Department of Public Safety received information that an elderly female was actively being targeted by an organized criminal network involved in financial scams that prey on older adults.

Unfortunately, these types of scams have become increasingly common. Organized criminal groups often target elderly victims through sophisticated schemes designed to gain their trust and convince them to send or surrender large sums of money under false pretenses.

Detectives responded to the scene and identified a male suspect believed to be acting as a courier for the criminal organization. The suspect was contacted and subsequently taken into custody after Detectives witnessed the transaction take place.

During the investigation, detectives recovered a large sum of money from the suspect's possession. The victim had been led to believe the funds were being deposited into an investment account and would later be returned to her. Investigators determined that the suspects had no intention of investing or returning the money and instead sought to financially exploit the victim.

The courier, later identified as Luenkai Hsu, was arrested and booked into the Sonoma County Jail on the following charges:

  • California Penal Code § 487(a) – Grand Theft of Money
  • California Penal Code § 368(d)(1) – Theft from an Elder or Dependent Adult
This investigation remains ongoing.

The Rohnert Park Department of Public Safety reminds the public to be vigilant of courier scams, a tactic increasingly used by organized criminal groups. In these schemes, scammers first contact victims by phone, text message, email, or social media and convince them that their money is at risk, needed for an investment opportunity, or required to assist with a supposed emergency. Victims are then instructed to withdraw cash or obtain other valuables, after which a courier is sent directly to their home or another meeting location to collect the funds. Once the money is handed over, it is typically transferred through multiple individuals or locations, making recovery extremely difficult.

Residents are encouraged to speak with elderly family members and friends about these scams. If someone requests cash to be picked up by a courier, urges secrecy, or pressures you to act immediately, it is likely a scam. Anyone who believes they or a loved one may be the target of a fraud scheme should contact their local law enforcement agency before providing money or personal information.
