Narrative:
 
Oak Park man was arrested following an armed confrontation and SWAT Team response.
On 07/07/2026, at 1:55 PM, East County Patrol deputies responded to a report of a man brandishing a firearm in the 5800 block of Hickory Drive in Oak Park.  While deputies were in route to the location, Sheriff's Communication Center dispatchers remained on the phone with the reporting party and heard what appeared to be a gunshot coming from the area.
Upon arrival, deputies established a perimeter around the residence and issued a shelter-in-place warning to nearby residents to ensure public safety.
The initial investigation revealed the victims were performing concrete work in front of the suspect's residence when they had a brief interaction with the suspect, later identified as Emmett Laggis. After the exchange, the victims walked a short distance to their vehicle. Laggis then exited his residence, approached the victims, produced a handgun from his waistband, and pointed it at both victims.  Laggis ordered one of the victims out of the vehicle at gunpoint and demanded the vehicle's keys. He searched one of the victims for the keys but was unable to locate them. Laggis then returned to his residence while still armed with a handgun.
Deputies made numerous attempts over an extended period to contact Laggis; however, those efforts were unsuccessful. Due to the serious nature of the incident and the ongoing threat to residents and deputies on scene due to Laggis being armed with handgun, the Ventura County Sheriff's Office activated its Special Weapons and Tactics (SWAT) Team and Tactical Negotiation Unit (TNU).
SWAT personnel reinforced the perimeter while TNU negotiators established communication with Laggis and engaged him in brief negotiations. During the incident, Laggis broke a window of the residence, exited through it, and attempted to flee. Deputies safely took him into custody without further incident.
East County Major Crimes Detectives assumed responsibility for the investigation and obtained a search warrant for the residence. During the execution of the search warrant, investigators located evidence indicating two rounds had been fired inside the residence. The rounds did not penetrate the exterior of the home. Detectives also recovered additional evidence supporting the arrest charges.
Laggis was arrested and booked into the Ventura County Pre-Trial Detention Facility on the following charges:
  • Two counts of Assault with a Firearm (Penal Code § 245(a)(2))
  • Kidnapping (Penal Code § 207(a))
  • Attempted Robbery (Penal Code §§ 664/211)
  • Two counts of Negligent Discharge of a Firearm (Penal Code § 246.3)
  • Two counts of Possession of a Large-Capacity Magazine (Penal Code § 32310(a))
Laggis is being held on $500,000 bail and is scheduled to appear in Ventura County Superior Court on July 9, 2026, at 1:30 p.m.
