OPD Seeks Help in Solving the Homicide of Terrill Millhouse

The Oakland Police Department (OPD) is asking for the community’s assistance in solving the homicide of Terrill Millhouse, which occurred on November 26, 2025, in the 1700 block of 28th Avenue.

Officers responded to a ShotSpotter activation in the 1700 block of 28th Avenue and found Terrill Millhouse on the sidewalk with a gunshot wound. Officers provided first aid until paramedics arrived and transported Millhouse to a local hospital, where he later died.

Before the shooting, Millhouse was walking in the neighborhood when an unknown individual approached him.

The Homicide Section is releasing a brief video of the suspected shooter before the incident. The footage shows Millhouse, wearing a black hooded sweatshirt, and the suspect crossing paths before the shooting.

OPD is sharing this video to help identify and locate the individual responsible for Millhouse’s death.
