Needles Police Department Releases Arrests Made Between July 13, 2026, and July 19, 2026,
Between July 13, 2026, and July 19, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:
EMERY KIDD, 48 Years Old, Resident of Big River, CA
On Monday, July 13, 2026, at approximately 8:23 a.m., deputies contacted EMERY KIDD during a pedestrian check near Rio Vista Drive and Del Rey Drive. During the investigation, KIDD was found to be wanted for PC273.5(A)-Felony Spousal Abuse from a call for service the day prior. KIDD was also found to have an outstanding warrant for his arrest for H&S11377(A)-Possession of a Controlled Substance, PC22210-Possess/MFG/Sale/Etc. of a Leaded Cane and PC422(A)-Criminal Threats. KIDD was subsequently arrested and transported to the Colorado River Station jail for booking. KIDD remains in the custody of the San Bernardino County Sheriff’s Department on $85,000.00 bail, awaiting a court hearing.
JOE VALLEJO, 64 Years Old, Resident of Needles, CA
On Monday, July 13, 2026, at approximately 4:40 p.m., deputies contacted JOE VALLEJO during a call for service reference a disturbance near the 600 block of W Broadway Street. During the investigation, VALLEJO was found to be in violation of PC148(A)(1)-Obstructing/Resisting Police Officer. VELLEJO was subsequently arrested and transported to the Colorado River Station jail for booking. VALLEJO was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
GARY DODD, 57 Years Old, Resident of Chandler, AZ
On Tuesday, July 14, 2026, at approximately 2:51 a.m., deputies contacted GARY DODD during a call for service reference a domestic disturbance near the 156000 block of Black Meadows Rd. During the investigation, DODD was found to be in violation of PC236-False Imprisonment. DODD was subsequently arrested and transported to the High Desert Detention Center for booking. DODD remains in the custody of the San Bernardino County Sheriff’s Department on $30,000.00 bail, awaiting a court hearing.
TERRI LEWIS, 56 Years Old, Resident of Lake Havasu City, AZ
On Tuesday, July 14, 2026, at approximately 10:25 a.m., deputies contacted TERRI LEWIS during a traffic enforcement stop near North K Street and Smokestack Drive. During the stop, LEWIS was found to have an outstanding felony warrant out of Florida for PC459-1st Degree Burglary. LEWIS was subsequently arrested and transported to the Colorado River Station jail for booking. LEWIS remains in the custody of the San Bernardino County Sheriff’s Department on $40,000.00 bail, awaiting extradition.
APRIL CRAIG, 33 Years Old, Resident of Needles, CA
On Friday, July 17, 2026, at approximately 2:50 p.m., deputies contacted APRIL CRAIG during a warrant service near the 200 block of G Street. During the service, CRAIG was found to have two outstanding warrants for H&S11367(A)-Possession of Unlawful Drug Paraphernalia. CRAIG was subsequently arrested, issued a citation, and released at the scene with a future court date.
CHRISTOPHER WALLINGFORD, 47 Years Old, Resident of Needles, CA
On Friday, July 17, 2026, at approximately 8:47 p.m., deputies contacted CHRISTOPHER WALLINGFORD during a traffic stop near Needles Hwy and North K Street. During the stop, WALLINGFORD was found to be in violation of CVC213152(A)-Driving Under the Influence of Alcohol and CVC23152(B)-DUI with a Blood Alcohol Content over .08%. WALLINGFORD was subsequently arrested and transported to the Colorado River Station jail for booking. WALLINGFORD was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
WINDELL WARD, 54 Years Old, Resident of Needles, CA
On Friday, July 17, 2026, at approximately 10:58 p.m., deputies contacted WINDELL WARD during a pedestrian check near W Needles Hwy and Race Street. During the stop, WARD was found to have three outstanding warrants for PC 166-(C)(1)- Violation of a Court Order, PC368(B)(1)-Elder Abuse and CVC23152(A)-Driving Under the Influence of Alcohol. WARD was subsequently arrested, issued a citation, and released at the scene with a future court date.
ALEXANDER GUILLEN, 29 Years Old, Resident of Bakersfield, CA
On Saturday, July 18, 2026, at approximately 12:22 p.m., officers from the California Highway Patrol contacted ALEXANDER GUILLEN during a traffic enforcement stop on the east bound I40 near mile marker 129. During the stop, GUILLIEN was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol and CVC23152(B)-DUI with a Blood Alcohol Content over .08%. GUILLIEN was subsequently arrested and transported to the Colorado River Station jail for booking. GUILLEN was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
ANTHONY VALENTINE, 28 Years Old, Resident of Needles, CA
On Saturday, July 18, 2026, at approximately 12:56 p.m., deputies contacted ANTHONY VALENTINE during a pedestrian check near J Street and Hospitality Lane. During the stop, VALENTINE was found to have an outstanding warrant for CVC14601.1(A)-Driving on a Suspended License. VALENTINE was subsequently arrested and transported to the Colorado River Station jail for booking. VALENTINE was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
SHAWN AKSMIT, 46 Years Old, Resident of Peoria, AZ
On Saturday, July 18, 2026, at approximately 7:03 p.m., deputies contacted SHAWN AKSMIT during a marine enforcement stop near Thompson Bay on Lake Havasu. During the stop, AKSMIT was found to be in violation of H&N655(B)-Boating Under the Influence and H&N655(C)-BUI with a Blood Alcohol Content over .08%. AKSMIT was subsequently arrested and transported to the Colorado River Station jail for booking. AKSMIT was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
KYLEE CLARK, 43 Years Old, Resident of Needles, CA
On Saturday, July 18, 2026, at approximately 7:30 p.m., deputies contacted KYLEE CLARK during a traffic enforcement stop near N Street and Race Street. During the stop, CLARK was found to have an outstanding warrant for H&S11377(A)-Possession of a Controlled Substance. CLARK was subsequently arrested, issued a citation, and released at the scene with a future court date.
Confidential Male Juvenile, 17 Years Old, Resident of Needles, CA
On Saturday, July 18, 2026, at approximately 7:54 p.m., deputies contacted a 17-year-old male juvenile during a traffic enforcement stop on an E-Bike near the 1400 block of Bailey Avenue. During the stop, the juvenile was found to be in violation of PC148-Resisting/Obstructing a Police Officer. The juvenile was subsequently arrested, issued a citation, and released at the scene to a responsible party with a future court date.
DAVID MONARES, 25 Years Old, Resident of Fallbrook, CA
On Saturday, July 18, 2026, at approximately 7:55 p.m., deputies contacted DAVID MONARES during a marine enforcement stop near Crazy Horse on Lake Havasu. During the stop, MONARES was found to be in violation of H&N655(B)-Boating Under the Influence and H&N655(C)-BUI with a Blood Alcohol Content over .08%. MONARES was subsequently arrested and transported to the Colorado River Station jail for booking. MONARES was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
VICTORIA DELIZONNA, 64 Years Old, Resident of Suison City, CA
On Saturday, July 18, 2026, at approximately 8:04 p.m., deputies contacted VICTORIA DELIZONNA during a traffic enforcement stop near Parker Dam Rd and State Hwy 62. During the stop, DELIZONNA was found to have an outstanding warrant for H&S11377(A)-Possession of a Controlled Substance. DELIZONNA was subsequently arrested, issued a citation, and released at the scene with a future court date.
RICHARD CAMORLINGA, 29 Years Old, Resident of Palmdale, CA
On Saturday, July 18, 2026, at approximately 8:47 p.m., deputies contacted RICHARD CAMORINGA during a marine enforcement stop near the La Paz Safety Center on the Colorado River. During the stop, CAMORINGA was found to be in violation of H&N655(B)-Boating Under the Influence and H&N655(C)-BUI with a Blood Alcohol Content over .08%. CAMORLINGA was subsequently arrested and transported to the Colorado River Station jail for booking. CAMORLINGA was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
DANNY ANDERSON, 64 Years Old, Resident of Needles, CA
On Sunday, July 19, 2026, at approximately 3:10 p.m., deputies contacted DANNY ANDERSON during a traffic enforcement stop near W Broadway Street and J Street. During the stop, ANDERSON was found to be in violation of CVC12500(A)-Driving Without a License. ANDERSON was subsequently arrested, issued a citation, and released at the scene with a future court date.
RYEAN ALLARI, 31 Years Old, Resident of Dana Point, CA
On Sunday, July 19, 2026, at approximately 3:39 p.m., deputies contacted RYEAN ALLARI during a marine enforcement stop near the La Paz Safety Center on the Colorado River. During the stop, ALLARI found to be in violation of H&N655(B)-Boating Under the Influence. ALLARI was subsequently arrested and transported to the Colorado River Station jail for booking. ALLARI was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
JOHN HOUSE, 27 Years Old, Resident of San Clemente, CA
On Sunday, July 19, 2026, at approximately 3:39 p.m., deputies contacted JOHN HOUSE during a marine enforcement stop near the La Paz Safety Center on the Colorado River. During the stop, HOUSE was found to be in violation of PC647(F)-Disorderly Conduct-Public Intoxication. HOUSE was subsequently arrested and transported to the Colorado River Station jail for booking. HOUSE was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
ORLANDO GONZALES, 38 Years Old, Resident of Chino, CA
On Sunday, July 19, 2026, at approximately 6:46 p.m., deputies contacted ORLANDO GONZALES during a marine enforcement stop near Castle Rock on the Colorado River. During the stop, GONZALES was found to be in violation of H&N655(B)-Boating Under the Influence and H&N655(C)-BUI with a Blood Alcohol Content over .08%. GONZALES was also found to have an outstanding warrant for CVC23152(A)-Driving Under the Influence and a PC1203.2 -Violation of Probation. GONZALES was subsequently arrested and transported to the Colorado River Station jail for booking. GONZALES remains in the custody of the San Bernardino County Sheriff’s Department on $60,000.00 bail awaiting a court hearing.
The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
