Storms will be capable of frequent lightning, gusty outflow winds, and only sporadic wetting rains. While the thunderstorm threat will end by Friday and Saturday, hot, dry, and windy conditions will develop, primarily across southeast Oregon and the higher terrain of southwest Idaho. * TIMING...For the first Red Flag Warning, until 9 PM MDT /8 PM PDT/ this evening. For the second Red Flag Warning, from 2 PM MDT /1 PM PDT/ Friday to 9 PM MDT /8 PM PDT/ Saturday.

* THUNDERSTORMS...Scattered coverage with abundant lightning.

* OUTFLOW WINDS...Gusty erratic winds up to 50 mph.
