Needles Police Department Releases Arrests Made Between July 20, 2026, and July 26, 2026,

Between July 20, 2026, and July 26, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:

MELANY ANDRADE, 36 Years Old, Resident of Needles, CA
On Monday, July 20, 2026, at approximately 11:40 a.m., deputies contacted MELANY ANDRADE during a call for service reference a domestic disturbance near the 900 block of E Broadway Street. During the investigation, ANDRADE was found to be in violation of PC243(E)(1)-Domestic Battery. ANDRADE was subsequently arrested and transported to the Colorado River Station jail for booking.  ANDRADE remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $25,000.00, awaiting a court hearing.

ALBERT ACOSTA, 63 Years Old, Resident of Mohave Valley, AZ
On Monday, July 20, 2026, at approximately 7:38 p.m., deputies contacted ALBERT ACOSTA during a traffic enforcement stop near North K Street and Smokestack Drive. During the stop, ACOSTA was found to have an outstanding warrant for failure to appear on PC594(B)(1)(A)-Felony Vandalism over $400.  ACOSTA was subsequently arrested and transported to the High Desert Detention Center for booking.  ACOSTA remains in the custody of the San Bernardino County Sheriff’s Department with no bail awaiting a court hearing. 

JOSEPH VASQUEZ, 32 Years Old, Resident of Needles, CA
On Monday, July 20, 2026, at approximately 8:35 p.m., deputies contacted JOSEPH VASQUEZ during a pedestrian stop near 3rd Street and F Street. During the stop, VASQUEZ became combative and was charged with PC647(F)-Disorderly Conduct-Public Intoxication and PC148(A)(1)-Obstructing/Etc. Police Officer.  VASQUEZ was also found to have an outstanding warrant for PC647(F)-Disorderly Conduct-Public Intoxication.  VASQUEZ was subsequently arrested and transported to the Colorado River Station jail for booking.   VASQUEZ remains in the custody of the San Bernardino County Sheriff’s Department on $100.00 bail awaiting a court hearing. 

BUDDY HORVATH, 60 Years Old, Resident of Needles, CA
On Tuesday, July 21, 2026, at approximately 10:40 a.m., deputies contacted BUDDY HORVATH during a call for service reference a disturbance near Jack Smith Park. During the investigation, HORVATH was found to be in violation of PC422(A)-Criminal Threats.  HORVATH was subsequently arrested and transported to the Colorado River Station jail for booking.  HORVATH remains in the custody of the San Bernardino County Sheriff’s Department on $50,000.00 bail awaiting a court hearing. 

NIKI HOGG, 41 Years Old, Resident of Parker, AZ
On Tuesday, July 21, 2026, at approximately 3:43 p.m., deputies contacted NIKI HOGG during a call for service reference an unknown problem near the 150600 block of Del Rey Drive in Big River. During the investigation, HOGG was found to be in violation of PC647(F)-Disorderly Conduct-Public Intoxication.  HOGG was subsequently arrested and transported to the Colorado River Station jail for booking.  HOGG was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.  

WILLIAM WALZAK, 72 Years Old, Resident of Parker, AZ
On Wednesday, July 22, 2026, at approximately 8:13 a.m., deputies contacted WILLIAM WALZAK during a call for service reference an attempted carjacking near a campsite in Big River.  During the investigation, WALZAK was found to be in violation of PC664/215-Attempted Carjacking.  WALZAK was subsequently arrested and transported to the Colorado River Station jail for booking.  WALZAK remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $45,000.00, awaiting a court hearing. 

RAELYNN REVIER, 27 Years Old, Resident of Phelan, CA
On Wednesday, July 22, 2026, at approximately 11:07 a.m., deputies contacted RAELYNN REVIER during a call for service reference a domestic disturbance near the 1400 block of J Street.  During the investigation. REVIER was found to be in violation of PC243(A)(1)-Battery on a Spouse/Ex-Spouse/Etc.  REVIER was subsequently arrested and transported to the High Desert Detention Center for booking.  REVIER remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $25,000.00, awaiting a court hearing. 


MICHAEL ROA, 44 Years Old, Resident of Needles, CA
On Wednesday, July 22, 2026, at approximately 9:44 p.m., deputies contacted MICHAEL ROA during a traffic enforcement stop near D Street and 3rd Street.  During the stop, ROA was found to be in violation of H&S11377(A)-Possession of a Controlled Substance and H&S11364(A)-Possession of Unlawful Drug Paraphernalia.  ROA was also found to have two outstanding warrants for H&S11364(A)-Possession of Unlawful Drug Paraphernalia and CVC12500(A)-Driving Without a License.  ROA was subsequently arrested and transported to the Colorado River Station jail for booking.  ROA remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $10,000.00, awaiting a court hearing. 

NATASHA BROOKS, 44 Years Old, Resident of Big River, CA
On Wednesday, July 22, 2026, at approximately 11:00 p.m., deputies contacted NATASHA BROOKS during a traffic enforcement stop near Rio Vista and Salulu Ct in Big River.  During the stop, BROOKS was found to have three outstanding warrants for H&S11364(A)-Possession of Unlawful Drug Paraphernalia and H&S11377(A)-Possession of a Controlled Substance.  BROOKS was subsequently arrested and transported to the Colorado River Station jail for booking.  BROOKS remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $150,000.00, awaiting a court hearing. 

JAMIE ACEVES RODRIGUEZ, 27 Years Old, Resident of Mohave Valley, AZ
On Thursday, July 23, 2026, at approximately 10:49 a.m., deputies contacted JAMIE ACEVES RODRIGUEZ during a traffic enforcement stop near 3rd Street and G Street.  During the stop, ACEVES RODRIGUEZ was found to have an outstanding warrant for H&S11351 – Possession of a Controlled Substance for Sale.  ACEVES RODRIGUEZ was subsequently arrested and transported to the Colorado River Station jail for booking.  ACEVES RODRIGUEZ remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing. 

MONICA SMITH, 34 Years Old, Resident of Needles, CA
On Friday, July 24, 2026, at approximately 6:51 a.m., deputies contacted MONICA SMITH during a call for service reference an assault that just occurred.  During the investigation, SMITH was found to be in violation of PC245(A)(1)-Assault with a Deadly Weapon (Not a Firearm) and PC368(B)(1)-Elder Abuse.  SMITH was subsequently arrested and transported to the Colorado River Station jail for booking. SMITH remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $40,000.00, awaiting a court hearing. 

ATEF SALHAB, 53 Years Old, Resident of Rancho Cucamonga, CA
On Friday, July 24, 2026, at approximately 5:37 p.m., deputies contacted ATEF SALHAB during a marine enforcement stop near Emerald Cove on the Colorado River.  During the stop, SALHAB was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol.  SALHAB was subsequently arrested and transported to the Colorado River Station jail for booking.  SALHAB was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.  

MICHAEL PEREZ, 19 Years Old, Resident of Riverside, CA
On Friday, July 24, 2026, at approximately 6:29 p.m., deputies contacted MICHAEL PEREZ during a marine enforcement stop near Thompson Bay on Lake Havasu.  During the stop, PEREZ was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  PEREZ was subsequently arrested and transported to the Colorado River Station jail for booking.  PEREZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.  

FRANK GIANOTTI, 55 Years Old, Resident of Lake Havasu City, AZ
On Friday, July 24, 2026, at approximately 9:57 p.m., deputies contacted FRANK GIANOTTI during a marine enforcement stop near Havasu Marina on Lake Havasu.  During the stop, GIANOTTI was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  GIANOTTI was subsequently arrested and transported to the Colorado River Station jail for booking.  GIANOTTI was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.  


ISABELLE HENSON, 26 Years Old, Resident of Needles, CA
On Saturday, July 25, 2026, at approximately 2:47 p.m., deputies contacted ISABELLE HENSON during a call for service reference an audible alarm at a residence near the 1000 block of Coronado Court in Needles.  During the investigation, HENSON was found to be in violation of PC459(2nd)-Burglary.  HENSON was subsequently arrested and transported to the Colorado River Station jail for booking.  HENSON remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing. 

LEROY FASS, 36 Years Old, Resident of Needles, CA
On Saturday, July 25, 2026, at approximately 2:47 p.m., deputies contacted LEROY FASS during a call for service reference an audible alarm at a residence near the 1000 block of Coronado Court in Needles.  During the investigation, FASS was found to be in violation of PC459(2nd)-Burglary.  FASS was subsequently arrested and transported to the Colorado River Station jail for booking.  FASS remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing. 

RANDY DIXON, 49 Years Old, Resident of Needles, CA
On Saturday, July 25, 2026, at approximately 2:47 p.m., deputies contacted RANDY DIXON during a call for service reference an audible alarm at a residence near the 1000 block of Coronado Court in Needles.  During the investigation, DIXON was found to be in violation of PC459(2nd)-Burglary.  DIXON was subsequently arrested and transported to the Colorado River Station jail for booking.  DIXON remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing. 

ANGEL CHAVEZ CAMPA, 26 Years Old, Resident of North Hollywood, CA
On Saturday, July 25, 2026, at approximately 5:08 p.m., deputies contacted ANGEL CHAVEZ CAMPA during a marine enforcement stop near Thompson Bay on Lake Havasu.  During the stop, CHAVEZ CAMPA was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  CHAVEZ CAMPA was subsequently arrested and transported to the Colorado River Station jail for booking.  CHAVEZ CAMPA was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.  

GAGE HOEBEL, 25 Years Old, Resident of Lake Havasu City, AZ
On Saturday, July 25, 2026, at approximately 8:18 p.m., deputies contacted GAGE HOEBEL during a marine enforcement stop near Thompson Bay on Lake Havasu.  During the stop, HOEBEL was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  HOEBEL was subsequently arrested and transported to the Colorado River Station jail for booking.  HOEBEL was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

JOSHUA PADDOCK, 44 Years Old, Resident of Lake Havasu City, AZ
On Saturday, July 25, 2026, at approximately 8:51 p.m., deputies contacted JOSHUA PADDOCK during a marine enforcement stop near That Beach on Lake Havasu.  During the stop, PADDOCK was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  PADDOCK was subsequently arrested and transported to the Colorado River Station jail for booking.  PADDOCK was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.  

MATTHEW GARCIA, 54 Years Old, Resident of Needles, CA
On Sunday, July 26, 2026, at approximately 10:30 a.m., deputies contacted MATTHEW GARCIA during a call for service reference a domestic disturbance near the 1800 block of Smokestack Drive in Needles.  During the investigation, GARCIA was found to be in violation of PC243(E)(1)-Domestic Battery. GARICA was subsequently arrested and transported to the Colorado River Station jail for booking.  GARCIA remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $25,000.00, awaiting a court hearing. 


DENIA MARTINEZ, 40 Years Old, Resident of Fountain Valley, CA
On Sunday, July 26, 2026, at approximately 3:15 p.m., deputies contacted DENIA MARTINEZ during a traffic enforcement stop near Needles Hwy and Tamarack Lane for vehicle code violations.  During the stop, MARTINEZ was found to be in violation of CVC12500(A)-Driving without a License.  MARTINEZ was subsequently arrested, issued a citation, and released at the scene with a future court date. 
  
TOBY HENDRICKS, 46 Years Old, Resident of Yucaipa, CA
On Sunday, July 26, 2026, at approximately 7:23 p.m., deputies contacted TOBY HENDRICKS during a marine enforcement stop near Thompson Bay on Lake Havasu.  During the stop, HENDRICKS was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  HENDRICKS was subsequently arrested and transported to the Colorado River Station jail for booking.  HENDRICKS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

NICHOLAS FORCIER, 38 Years Old, Resident of Kingman, AZ
On Sunday, July 26, 2026, at approximately 9:11 p.m., officers from the California Highway Patrol contacted NICHOLAS FORCIER during a traffic enforcement stop on SR 62 near mile marker 96.  During the stop, FORCIER was found to have an active warrant for his arrest out of Riverside for PC459-Burglary, PC476-Check Fraud, PC529(A)(1)-False Impersonation, and PC530.5(A)-Identity Theft.  FORCIER was subsequently arrested and transported to the Colorado River Station jail for booking.  FORCIER remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $40,000.00, awaiting a court hearing. 

The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
