Twentynine Palms School Employee Arrested in Child Sexual Abuse Investigation

DATE/TIME: July 1, 2026, at 4:45 p.m. 

INCIDENT: PC 288(a) - Lewd & Lascivious Acts with a Minor Under 14 Years Old

LOCATION: Condor Elementary School, Twentynine Palms

SUSPECT(S): Isaac Elias Carrillo, 28-year-old male, Resident of Twentynine Palms

VICTIM(S): Confidential 


SUMMARY: Ongoing Investigation - Instructional assistant arrested for alleged sexual abuse of developmentally disabled student under the age of 14.

On Wednesday, May 13, 2026, the Morongo Basin Station received a courtesy report from Oceanside Police Department for a report of sexual abuse to a child. The parent reported her child had been sexually abused while they attended Condor Elementary School in the City of Twentynine Palms.  

The victim, who is developmentally disabled and under the age of 14, reported the abuse occurred during school hours while attending Condor Elementary School.  School Resource Officer Deputy Stumbo, assigned to the Morongo Basin Station, and Detective Winegar of the Sheriff's Specialized Investigations Division, Crimes Against Children Detail, conducted a joint investigation into the allegations.  During the investigation, detectives identified Isaac Elias Carrillo, a Twentynine Palms resident and instructional assistant assigned to Condor Elementary School, as the suspect.

Carrillo has been employed by the Morongo Unified School District since 2018 and has worked at multiple school sites throughout the Morongo Basin.  His most recent assignment involved serving as a one-on-one instructional assistant for developmentally disabled students.

On July 1, 2026, investigators located and arrested Carrillo.  He was booked into the San Bernardino County Sheriff's Central Detention Center for violation of Penal Code 288(a), Lewd and Lascivious Acts with a Child Under 14 Years of Age.  Carrillo is being held on $1,000,000 bail.

Based on the details of this investigation, investigators believe there may be additional victims.  The Sheriff's Department is releasing Carrillo's photograph and encourages anyone with information, or who believes they or someone they know may have been victimized, to contact School Resource Officer Deputy Stumbo at the Morongo Basin Station at (760) 366-4175 or Detective Winegar of the Specialized Investigations Division, Crimes Against Children Detail, at (909) 890-4904.
