Between July 27, 2026, and August 2, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:


SIERRA MITCHELL, 23 Years Old, Resident of Victorville, CA
On Monday, July 27, 2026, at approximately 7:03 a.m., deputies contacted SIERRA MITCHELL during a call for service reference a trespassing near the 1200 block of Third Street. During the investigation, MITCHELL was found to be in violation of PC602(O)(1)-Trespassing/Refuse to Leave.  MITCHELL was subsequently arrested and transported to the Colorado River Station jail for booking.  MITCHELL was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

CONFIDENTIAL MALE JUVENILE, 15 Years Old, Resident of Needles, CA
On Monday, July 27, 2026, at approximately 3:29 p.m., deputies contacted a 15-year-old male juvenile during a search warrant near the 1900 block of Erin Drive.  During the investigation, the juvenile was found to be in violation of CVC10851(A)-Vehicle Theft.  The juvenile was subsequently arrested and transported to the Colorado River Station for processing.  The juvenile was later released from the custody of the San Bernardino County Sheriff’s Department to a responsible party with a citation and a future court date. 

BRET STROTHER, 34 Years Old, Resident of Needles, CA
On Monday, July 27, 2026, at approximately 3:29 p.m., deputies contacted BRET STROTHER during a search warrant near the 1900 block of Erin Drive.  During the investigation, STROTHER was found to be in violation of PC422(A)-Criminal Threats.  STROTHER was subsequently arrested and transported to the Colorado River Station jail for booking.  STROTHER was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

ALEXANDRA GARCIA, 42 Years Old, Resident of Needles, CA
On Tuesday, July 28, 2026, at approximately 11:08 p.m., deputies contacted ALEXANDRA GARCIA during a traffic enforcement stop near W Needles Hwy and North K Street.  During the stop, GARCIA was found to be in violation of H&S11377(A)-Possession of a Controlled Substance.  GARCIA was subsequently arrested and transported to the Colorado River Station jail for booking.  GARCIA was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

DAVID ANDERSON, 35 Years Old, Resident of Bullhead City, AZ
On Wednesday, July 29, 2026, at approximately 12:35 a.m., deputies contacted DAVID ANDERSON during a traffic enforcement stop near W Needles Hwy and P Street.  During the stop, ANDERSON was found to be in violation of PC25400(A)(1)-Carrying a Concealed Weapon.  ANDERSON was subsequently arrested, issued a citation, and released at the scene with a future court date.

GABRIEL RODRIGUEZ, 29 Years Old, Resident of Needles, CA
On Wednesday, July 29, 2026, at approximately 2:14 p.m., deputies contacted GABRIEL RODRIGUEZ during a call for service reference a domestic disturbance near the 200 block of Market Street.  During the investigation, RODRIGUEZ was found to be in violation of PC148(A)(1)-Resisting/Obstructing Police Officer and PC243(E)(1)-Domestic Battery.  RODRIQUEZ was subsequently arrested and transported to the Colorado River Station jail for booking.  RODRIGUEZ remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $25,000.00, awaiting a court hearing. 


JOHN NORTON, 49 Years Old, Resident of Needles, CA
On Thursday, July 30, 2026, at approximately 5:03 p.m., deputies contacted JOHN NORTON during a call for service reference a disturbance near the 3000 block of Needles Hwy.  During the investigation, NORTON was found to be in violation of PC368(B)(1)-Elder Abuse Causing Injury.  NORTON was subsequently arrested and transported to the Colorado River Station jail for booking.  NORTON remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $40,000.00, awaiting a court hearing. 
AUSTIN BUTLER, 29 Years Old, Resident of Downey, CA
On Friday, July 31, 2026, at approximately 8:48 p.m., deputies contacted AUSTIN BUTLER during a marine enforcement stop near Thompson Bay on Lake Havasu.  During the stop, BUTLER was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  BUTLER was subsequently arrested and transported to the Colorado River Station jail for booking.  BUTLER was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

TAYLOR CLARK, 29 Years Old, Resident of Fort Worth, TX
On Saturday, August 1, 2026, at approximately 1:19 p.m., deputies contacted TAYLOR CLARK during a marine enforcement stop near the Topock Gorge on the Colorado River.  During the stop, CLARK was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  CLARK was subsequently arrested and transported to the Colorado River Station jail for booking.  CLARK was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

DAVIAN TAPIA, 21 Years Old, Resident of Parker, AZ
On Saturday, August 1, 2026, at approximately 1:34 p.m., deputies contacted DAVIAN TAPIA during a traffic enforcement stop on State Hwy 95 near Bass Rd in Earp.  During the stop, TAPIA was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol and CVC23152(B)-DUI with a Blood Alcohol Content over .08%.  TAPIA was subsequently arrested and transported to the Colorado River Station jail for booking.  TAPIA was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

JEFFREY TATE, 35 Years Old, Resident of Long Beach, CA
On Saturday, August 1, 2026, at approximately 8:08 p.m., deputies contacted JEFFREY TATE during a marine enforcement stop near Windmill Resort on the Colorado River.  During the stop, TATE was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. Tate became combative with deputies during the arrest and was additionally charged with PC69-Resisting Arrest. TATE was subsequently arrested and transported to the West Valley Detention Center for booking. TATE was also found to have an outstanding warrant for his arrest out of Riverside for PC273.6-Violation of a Domestic Violence Court Order.  TATE remains in the custody of the San Bernardino County Sheriff’s Department with a combined bail amount of $45,000.00, awaiting a court hearing. 

KYLE SMITH, 34 Years Old, Resident of Yucca Valley, CA
On Saturday, August 1, 2026, at approximately 8:29 p.m., California Highway Patrol officers contacted KYLE SMITH during a traffic enforcement stop on SR 62 near Parker Dam Rd.  During the stop, SMITH was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol and CVC23152(B)-DUI with a Blood Alcohol Content over .08%.  SMITH was subsequently arrested and transported to the Colorado River Station jail for booking.  SMITH was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

CODY CAMPBELL, 26 Years Old, Resident of Costa Mesa, CA
On Saturday, August 1, 2026, at approximately 9:24 p.m., deputies contacted CODY CAMPBELL during a marine enforcement stop near the Havasu Riviera on Lake Havasu.  During the stop, CAMPBELL was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol.  CAMPBELL was subsequently arrested and transported to the Colorado River Station jail for booking.  CAMPBELL was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

CHRISTINE McNEAL, 44 Years Old, Resident of Needles, CA
On Sunday, August 2, 2026, at approximately 11:05 a.m., deputies contacted CHRISTINE McNEAL during a traffic enforcement stop near Needles Hwy and E Broadway Street.  During the stop, McNEAL was found to have an outstanding warrant for H&S11364(A)-Possession of Unlawful Drug Paraphernalia.  McNEAL was subsequently arrested and transported to the Colorado River Station jail for booking.  McNEAL was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 
CECILIA GARCIA, 24 Years Old, Resident of Bakersfield, CA
On Sunday, August 2, 2026, at approximately 6:28 p.m., deputies contacted CECILIA GARCIA during a marine enforcement stop near Grass Island on Lake Havasu.  During the stop, GARCIA was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  GARCIA was subsequently arrested and transported to the Colorado River Station jail for booking.  GARCIA was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 


The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
