Numerous Subjects Arrested During Week of August 3rd to August 9th in Sheriff's Colorado River Station Jurisdiction

Between August 3, 2026, and August 9, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:

STEVEN KERNS, 57 Years Old, Resident of Needles, CA
On Monday, August 3, 2026, at approximately 6:59 p.m., deputies contacted STEVEN KERNS during a probation check near the 100 block of North K Street.  During the check, KERNS was found to be in violation of H&S11364(A)-Possession of Unlawful Drug Paraphernalia.  KERNS was subsequently arrested, issued a citation, and released at the scene with a future court date. 

SAGE HUNTER, 36 Years Old, Resident of Lake Havasu City, AZ
On Monday, August 3, 2026, at approximately 10:01 p.m., California Highway Patrol officers contacted SAGE HUNTER during a traffic enforcement stop on the I-40 near mile marker 135.5.  During the stop, HUNTER was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol and CVC23152(B)-DUI with a Blood Alcohol Content over .08%.  HUNTER was subsequently arrested and transported to the Colorado River Station jail for booking.  HUNTER was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

DOMINICK MARLOWE, 28 Years Old, Resident of Bouse, AZ
On Tuesday, August 4, 2026, at approximately 2:38 a.m., deputies contacted DOMINICK MARLOWE during a traffic enforcement stop on E Broadway Street near the I-40 Off Ramp. During the stop, MARLOWE was found to be in violation of PC25850(A)-Carrying a Loaded Firearm.  MARLOWE was subsequently arrested and transported to the Colorado River Station jail for booking.  MARLOWE remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing. 

MICHAEL FOX, 62 Years Old, Resident of Vincent, AZ
On Tuesday, August 4, 2026, at approximately 9:05 p.m., deputies contacted MICHAEL FOX during a call for service reference a well check reference a person walking along the US 95 near Zoe Lane.  During the check, FOX was found to have an outstanding warrant for PC 459-Burglary, PC470(A)-Forgery and PC476-Check Fraud.  FOX was subsequently arrested and transported to the Colorado River Station jail for booking.  FOX remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $100,000.00, awaiting a court hearing.

ENRIQUE LOVATO, 43 Years Old, Resident of Mohave Valley, AZ
On Thursday, August 6, 2026, at approximately 12:12 a.m., deputies contacted ENRIQUE LOVATO during a traffic enforcement stop near Walnut Street and L Street.  During the stop, LOVATO was found to be in violation of PC30305(A)(1)-Felon in Possession of Unlawful Ammunition and PC3455-Violation of Post Release Community Supervision.  LOVATO was subsequently arrested and transported to the Colorado River Station jail for booking.  LOVATO remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.

LISA MARIN, 55 Years Old, Resident of Bullhead City, AZ
On Thursday, August 6, 2026, at approximately 12:12 a.m., deputies contacted LISA MARIN during a traffic enforcement stop near Walnut Street and L Street.  During the stop, MARIN was found to be in violation of H&S11378-Possession of a Controlled Substance for Sale.  MARIN subsequently arrested and transported to the Colorado River Station jail for booking.  MARIN remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.

CONFIDENTIAL MALE JUVENILE, 15 Years Old, Resident of Needles, CA
On Friday, August 7, 2026, at approximately 12:16 a.m., deputies contacted a male juvenile near Front Street and K Street, after he attempted to flee from deputies on an e-bike.  During the contact, the male juvenile was found to be in violation of PC148- Resist/Delay/Obstruct a Police Officer.  The juvenile was subsequently arrested and transported to the Colorado River Station for processing.  The juvenile was later issued a citation and released to a responsible party with a future court date. 


JOHN TEGLOVIC, 35 Years Old, Resident of Lake Havasu City, AZ
On Friday, August 7, 2026, at approximately 8:16 p.m., deputies contacted JOHN TEGLOVIC during a traffic enforcement stop near Coronado Street and Carty Way.  During the stop, TEGLOVIC was found to be in violation of H&S11378-Possession of a Controlled Substance for Sale and H&S11379-Transportation of a Controlled Substance.  TEGLOVIC was subsequently arrested and transported to the Colorado River Station jail for booking.  TEGLOVIC remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $40,000.00, awaiting a court hearing. 

MATTHEW KNIGHT, 31 Years Old, Resident of Laughlin, NV
On Saturday, August 8, 2026, at approximately 2:29 a.m., deputies contacted MATTHEW KNIGHT pedestrian check near Broadway Street and D Street.  During the check, KNIGHT was found to be in violation of H&S11364(A)-Possession of Unlawful Drug Paraphernalia, PC135-Destroy/Conceal Evidence and PC148- Resist/Delay/Obstruct a Police Officer. KNIGHT was subsequently arrested and transported to the Colorado River Station jail for booking.  KNIGHT was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

JARRETT NELSON, 31 Years Old, Resident of Bullhead City, AZ
On Saturday, August 8, 2026, at approximately 10:27 a.m., deputies contacted JARRETT NELSON during a traffic enforcement stop near Needles Hwy and O Street.  During the stop, NELSON was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol and CVC23152(B)-DUI with a Blood Alcohol Content over .08%. NELSON was subsequently arrested and transported to the Colorado River Station jail for booking.  NELSON was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

MICHAEL JEWELL, 53 Years Old, Resident of Needles, CA
On Saturday, August 8, 2026, at approximately 12:56 p.m., deputies contacted MICHAEL JEWELL during a traffic enforcement stop near the 400 block of E Street.  During the stop, JEWELL was found to be in violation of CVC12500(A)-Driving Without a License.  JEWELL was subsequently arrested, issued a citation, and released at the scene with a future court date. 

BO PARTAIN, 44 Years Old, Resident of Casa Grande, AZ
On Saturday, August 8, 2026, at approximately 8:04 p.m., deputies contacted BO PARTAIN during a marine enforcement stop near La Paz Safety Center on the Colorado River.  During the stop, PARTAIN was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(B)-BUI with a Blood Alcohol Content over .08%. PARTAIN was subsequently arrested and transported to the Colorado River Station jail for booking.  PARTAIN was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

DANIEL VALLES, 55 Years Old, Resident of Anaheim, CA
On Saturday, August 8, 2026, at approximately 8:30 p.m., deputies contacted DANIEL VALLES during a marine enforcement stop near Thompson Bay on Lake Havasu.  During the stop, VALLES was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(B)-BUI with a Blood Alcohol Content over .08%. VALLES was subsequently arrested and transported to the Colorado River Station jail for booking.  VALLES was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

ILENE COVARRUBIAS, 29 Years Old, Resident of Paramount, CA
On Saturday, August 8, 2026, at approximately 10:15 p.m., deputies contacted ILENE COVARRUBIAS during a traffic enforcement stop near Interstate 40 and J Street.  During the stop, COVARRUBIAS was found to be in violation of H&S11350(A)-Possession of a Controlled Substance. COVARRUBIAS was subsequently arrested and transported to the Colorado River Station jail for booking.  COVARRUBIAS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 



MITCH TIEMAN, 39 Years Old, Resident of Alturas, CA
On Sunday, August 9, 2026, at approximately 11:59 p.m., deputies contacted MITCH TIEMAN during a traffic enforcement stop near W Needles Hwy and T Street.  During the stop, TIEMAN was found to be in violation of PC29800(A)(1)-Felon in Possession of a Firearm, PC30305(A)(1)-Felon in Possession of Unlawful Ammunition and PC148(A)(1)-Resist/Delay/Obstruct Police Officer.  TIEMAN was subsequently arrested and transported to the Colorado River Station jail for booking.  TIEMAN remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $40,000.00, awaiting a court hearing. 


The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
