Reminder: Keep Yard Waste Out of Streets and Sidewalks
The City of Oneonta Department of Public Works reminds residents and property owners that grass clippings, leaves, and other yard waste should not be blown, swept, or deposited into City streets, gutters, or sidewalks.
Under City Code § 91-5(B), it is unlawful to intentionally or negligently blow, sweep, deposit, or otherwise place grass clippings, leaves, or other yard waste onto any public street, sidewalk, curb, or gutter.
Keeping yard waste out of the public right-of-way is important for several reasons:
- Roadway safety: Grass clippings and leaves can create slippery roadway conditions, particularly when wet, and can pose a serious loss-of-traction hazard for motorcycles and bicycles.
- Pedestrian safety: Yard waste can create slipping and tripping hazards and obstruct pedestrian and accessible travel on sidewalks.
- Drainage: Grass and leaves can clog catch basins and storm drains, contributing to ponding and localized flooding.
- Water quality: Yard waste washed into the storm sewer system can carry nutrients and organic material into local waterways.
City Code § 91-5(B) requires property owners and occupants to promptly remove yard waste discharged onto the public right-of-way from their property. Accumulations covering more than approximately two square feet, or which obstruct drainage, pedestrian travel, or vehicle movement, constitute a violation if not removed within 24 hours.
When mowing or performing yard work near a street or sidewalk, please direct grass clippings and other yard waste back onto your property rather than into the public right-of-way.
