Probationer's Failure to Comply with Electronic Confinement Program Terms Arrested Along with Two Others in Possession of Drugs

SUMMARY: On Thursday, April 30, 2026, Anthony Olivas was ordered by the court to have an electronic GPS monitoring device placed on his ankle for his conviction of felony vehicle theft of an automobile.
On Friday, June 26, 2026, Olivas enrolled and therefore was an in-custody inmate participating in the San Bernardino County Sheriff’s Department Electronic Confinement Program (ECP). Olivas was serving a sentence of 180 days for the charge of Felony Vehicle Code 10851 (A) – Grand Theft of an Automobile. An electronic GPS monitoring device was placed on his ankle and Olivas received detailed instructions on the program curfew and how to properly charge and maintain the device.
From June 28, 2026, through August 12, 2026, Olivas had multiple curfew violations and allowed his ECP device to deplete on several occasions. On Thursday, August 13, 2026, at about 9:20 a.m., deputies from Work Release, Community Services Reentry Division and San Bernardino County Probation arrived at Olivas residence in El Mirage for ECP and Probation violations.
During a search of the property, deputies located an 80% lower receiver firearm, suspected methamphetamine, and drug paraphernalia in the bedroom shared by Olivas and his live-in girlfriend, Lairen Surina, who was also on probation.
Deputies also contacted Christa Young while seacrhing the residence. Young was found to be in possession of suspected methamphetamine and drug paraphernalia. Olivas, Surina and Young were arrested and booked into the High Desert Detention Center.
The San Bernardino County Board of Supervisors authorizes the Sheriff to administer a Work Release program. While providing manual labor to improve or maintain public facilities, inmates may re-establish ties with their family, return to work with their previous employers, while serving the community on their non-scheduled workdays. Inmates who have been sentenced to Work Release by the courts also have the option of participating in Glen Helen Rehabilitation Center's Electronic Confinement Program (ECP). It is the duty of the Work Release Division to ensure all commitments are held accountable to all California State Laws while participating in the program to provide safety and security for the community.
