* IMPACTS...Minor flooding in low-lying and poor drainage areas.

* ADDITIONAL DETAILS... - At 309 PM EDT, Doppler radar and automated rain gauges indicated heavy rain. Minor flooding is ongoing or expected to begin shortly in the advisory area.
