San Mateo, CA – August 20, 2026 – At approximately 3:36 p.m., a San Mateo Police Department (SMPD) officer was flagged down by three people at the SMPD station regarding a suspicious circumstance and possible attempted robbery that had just occurred.
 
Officers learned that the trio had just picked up a large sum of cash from a marijuana dispensary in Oakland as payment for their cannabis equipment supply company. The trio intended to travel to a bank in the San Francisco area to deposit the money but noticed they were being followed by a black Audi SUV from Oakland into the City of San Mateo. Fearing they were being targeted for robbery by the occupants of the Audi, the trio pulled into the SMPD parking lot to report the incident. The Audi then drove away.
 
Based on the investigative details learned, coupled with prior knowledge of similar marijuana dispensary-related robberies in which suspects targeted couriers for cash and/or merchandise, a be-on-the-lookout (BOLO) alert was issued for the Audi.
 
Shortly afterward, and with the assistance of license plate reader (LPR) technology, an SMPD officer located the Audi traveling eastbound on Highway 92, toward the San Mateo Bridge. With assistance from the California Highway Patrol (CHP), an investigative traffic stop was attempted on the vehicle in the City of Hayward. The vehicle then made multiple unsafe turning movements and accelerated to speeds that were unsafe given the heavy traffic conditions. Probable cause was established for the arrest of the occupants, who were later identified as Giovante Warren, Imara Hutton, and Kwesi Guss, for evading a peace officer with wanton disregard for safety. Due to the danger posed to the public, the pursuit was terminated.
 
With further assistance from CHP, the Alameda County Sheriff’s Office, and East Bay Regional Parks, SMPD learned that the suspects had abandoned the Audi underneath a freeway overpass in Oakland and were picked up in a black Mercedes sedan by the vehicle’s registered owner, Brian Davis.
 
Allied agencies located the Mercedes in the area of Highway 880 and Powell Street, where the four suspects were detained. Based on probable cause established during the investigation, Warren, Hutton, and Guss were arrested for evading a peace officer with wanton disregard for safety, while Davis was arrested for being an accessory after the fact.
 
Warren, Hutton, Guss, and Davis were transported to and booked into Santa Rita Jail on their respective charges.
