Motorized Scooter, Bicycle, E-Bike, Golf Cart, and Trail Safety Reminder
To help keep Dakota Dunes sidewalks, trails, and roadways safe for everyone, please review the following regulations and safety reminders.
Motorized Scooters and/or Other Transport Vehicle
Under Union County Ordinance No. 2025-006, motorized scooters and similar personal transport vehicles are permitted on sidewalks and District-owned bike paths/trails. They are not permitted to travel along streets except when making a direct street crossing.
When crossing a street, riders must:
- Come to a complete stop before crossing.
- Yield to all oncoming traffic.
- Cross at approximately a 90-degree angle.
- Use intersections when crossing divided roadways.
Traditional bicycles are non-motorized and are allowed on Dakota Dunes sidewalks, paths, and trails. Riders should operate at safe speeds, remain alert, and always yield to pedestrians.
E-Bikes
The ordinance specifies that an electric bicycle (e-bike) is not considered a motorized scooter.
For pedestrian safety, e-bikes should operate on roadways and not on walking paths or trails whenever practical. Riders should follow all applicable traffic laws and operate responsibly around other users.
Mini Motorcycles, Pocket Bikes, and Dirt Bikes
Mini motorcycles, pocket bikes, dirt bikes, and similar motorized recreational vehicles are not permitted on sidewalks, trails, or bike paths. These vehicles are also not permitted on public streets unless they are properly licensed and street legal under state law.
Golf Cart Safety Reminder
Golf carts are a convenient way to travel within Dakota Dunes, but safety must remain the top priority.
- The person operating a golf cart must hold a valid driver's license or restricted permit.
- Children should not be operating golf carts.
- The operator and occupants shall be seated at all times and ride only upon the permanent and regular seat in the golf cart.
- The CID has received complaints regarding children driving golf carts on public streets, including reports of several near-miss accidents.
- Motor vehicle drivers may not always be expecting golf carts and may have difficulty seeing them, creating dangerous situations for everyone involved.
Golf carts traveling to and from Two Rivers Golf Course may use the trail system from Prairie Park to the Big Sioux Levee and along the Big Sioux Levee for golf course access.
When using these trails:
- Slow down and yield to pedestrians.
- Travel at a safe and reasonable speed.
- Exercise caution at all times, especially near walkers, runners, and bicyclists.
- Golf carts utilizing the trail system for golf course access must be properly permitted.
- No other motorized vehicles are allowed on these trails.
Whether riding a scooter, bicycle, e-bike:
- Yield to pedestrians on sidewalks, trails, and at crosswalks.
- Operate at a safe and reasonable speed for conditions.
- Slow down when approaching pedestrians, children, pets, and congested areas.
- Announce your presence when passing others.
- Obey all traffic signs and crossing signals.
- Wear appropriate safety equipment, including a helmet when applicable.
- Use lights and reflective equipment during low-light conditions.
- Stay alert and avoid distractions such as cell phones or headphones.
Dakota Dunes sidewalks and trails are intended to provide a safe environment for walkers, runners, families, cyclists, and approved scooter users. Please be courteous, respect other users, and operate responsibly so everyone can safely enjoy our community amenities.
