Between August 24, 2026, and August 30, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:

JUAN ARAGON, 63 Years Old, Resident of Mohave Valley, AZ
On Monday, August 24, 2026, at approximately 12:30 p.m., deputies contacted JUAN ARAGON during a traffic enforcement stop near W Broadway and L Street.  During the stop, ARAGON was found to have two outstanding warrants for his arrest for several traffic violations.  ARAGON was subsequently arrested and transported to the Colorado River Station jail for booking.  ARAGON was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

RYAN BARAN, 44 Years Old, Resident of Needles, CA
On Monday, August 24, 2026, at approximately 1:30 p.m., deputies contacted RYAN BARAN during a traffic enforcement stop near J Street and Hospitality Dr.  During the stop, BARAN was found to be in violation of PC496D(a)-Possession of a Stolen Vehicle.  BARAN was subsequently arrested and transported to the Colorado River Station jail for booking.  BARAN remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.

ROBERT GOOCH, 71 Years Old, Resident of Needles, CA
On Tuesday, August 25, 2026, at approximately 3:49 p.m., deputies contacted ROBERT GOOCH during a warrant service near the 600 block of B Street.  During the investigation, GOOCH was found to have three outstanding warrants for his arrest for PC273.5(A)-Felony Spousal Abuse, H&S11377(A)-Possession of a Controlled Substance and H&S11395-Mandated Drug Treatment.  GOOCH was subsequently arrested and transported to the Colorado River Station jail for booking.  GOOCH remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $55,000.00, awaiting a court hearing.

FRANCES GARDNER, 36 Years Old, Resident of Needles, CA
On Tuesday, August 25, 2026, at approximately 5:06 p.m., deputies contacted FRANCES GARDNER near the 1200 block of Cherry Drive reference a hit and run that happened earlier in the day on Front Street in the City of Needles.  During the investigation, GARDNER was found to be in violation of CVC20002(A)-Hit and Run.  GARDNER was subsequently arrested, issued a citation and released at the scene with a future court date. 

ANTHONY GARCIA, 34 Years Old, Resident of Needles, CA
On Wednesday, August 26, 2026, at approximately 12:06 a.m., deputies contacted ANTHONY GARCIA during a traffic enforcement stop for traffic violations near the E I40 on ramp in Needles.  During the stop, GARCIA was found to be in violation of CVC12500(A)-Driving Without a License.  GARCIA was subsequently arrested, issued a citation and released at the scene with a future court date. 

ASHLEY WATTS, 31 Years Old, Resident of Mohave Valley, AZ
On Wednesday, August 26, 2026, at approximately 1:00 a.m., deputies contacted ASHLEY WATTS during a traffic enforcement stop near W Broadway Street and Market Street.  During the stop, WATTS was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol and CVC23152(B)-DUI with a Blood Alcohol Content over .08%.  WATTS was also found to have an outstanding warrant for her arrest for CVC23152(A)-Driving Under the Influence of Alcohol and CVC23152(B)-DUI with a Blood Alcohol Content over .08%.  WATTS was subsequently arrested and transported to the Colorado River Station jail for booking.  WATTS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

JUAN DIAZ, 38 Years Old, Resident of Indio, CA
On Wednesday, August 26, 2026, at approximately 7:35 a.m., officers from the California Highway Patrol contacted JUAN DIAZ during a traffic enforcement stop on the SR 62 near mile marker 96.  During the stop, DIAZ was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol and CVC23152(B)-DUI with a Blood Alcohol Content over .08%.  DIAZ was subsequently arrested and transported to the Colorado River Station jail for booking.  DIAZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

JEREMY NESS, 45 Years Old, Resident of Oakland, CA
On Thursday, August 27, 2026, at approximately 11:31 a.m., deputies contacted JEREMY NESS during a flag down near the 800 block of Front Street.  During the investigation, JEREMY NESS was found to have an outstanding failure to appear warrant out of San Mateo County for PC148-Giving False ID to Police Officer.  NESS was subsequently arrested, issued a citation, and released at the scene with a future court date. 

MATT TULLAR, 54 Years Old, Resident of Needles, CA
On Thursday, August 27, 2026, at approximately 4:33 p.m., deputies contacted MATT TULLAR during a traffic enforcement stop near W Broadway Street and L Street.  During the stop, TULLAR was found to be in violation of CVC12500(A)-Driving Without a License.  TULLAR was subsequently arrested, issued a citation, and released at the scene with a future court date. 

CONFIDENTIAL MALE JUVENILE, 16 Years Old, Resident of Needles, CA
On Friday, August 28, 2026, at approximately 7:44 a.m., deputies contacted a 16-year-old male juvenile during a call for service reference an assault that just occurred near the 1900 block of Clary Drive.  During the investigation, it was determined the juvenile was in violation of PC242-Battery on a Person.  The juvenile was subsequently arrested, issued a citation, and released to a responsible party at the scene with a future court date.   

DANIEL EBERT, 40 Years Old, Resident of Bullhead City, AZ
On Friday, August 28, 2026, at approximately 11:22 p.m., deputies contacted DANIEL EBERT during a traffic enforcement stop near Front Street and K Street.  During the stop, EBERT was found to be in violation of H&S11378-Possession of a Controlled Substance for Sale and H&S11379(A)-Transportation of a Controlled Substance.  EBERT was also found to have three outstanding warrants for his arrest out of Riverside County for additional drug related charges and theft charges. EBERT was subsequently arrested and transported to the to the Colorado River Station jail for booking.  EBERT remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $82,500.00, awaiting a court hearing. 

EMILIANO CASTILLO, 40 Years Old, Resident of Needles, CA
On Saturday, August 29, 2026, at approximately 10:07 a.m., deputies contacted EMILIANO CASTILLO near Cibola Street and D Street during a pedestrian check.  During the investigation, CASTILLO was found to have an outstanding warrant for his arrest for PC3056-Violation of Parole.  CASTILLO was subsequently arrested and transported to the Colorado River Station jail for booking.  CASTILLO remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing. 

DUSTIN ANAYA, 21 Years Old, Resident of Bullhead City, AZ
On Saturday, August 29, 2026, at approximately 11:14 a.m., deputies contacted DUSTIN ANAYA during a traffic enforcement stop near the 2100 block of Needles Hwy.  During the stop, ANAYA was found to be in violation of CVC12500(A)-Driving Without a License.  ANAYA was subsequently arrested, issued a citation, and released at the scene with a future court date. 

JAMES FERRERO, 35 Years Old, Resident of Loma Linda, CA
On Saturday, August 29, 2026, at approximately 1:35 p.m., deputies contacted JAMES FERRERO during a traffic enforcement stop near B Street and Broadway Street.  During the investigation, FERRERO was found to be in violation of CVC4463(A)(1)-Alter/Forge Vehicle Registration.  FERRERO was subsequently arrested and transported to the Colorado River Station jail for booking.  FERRERO remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing. 

ANTHONY HANSEN, 41 Years Old, Resident of Cathedral City, CA
On Saturday, August 29, 2026, at approximately 10:54 p.m., officers from the California Highway Patrol contacted ANTHONY HANSEN during a traffic enforcement stop on the W/B I40 near mile marker 84.  During the stop, HANSEN was found to be in violation of CVC23152(F)-Driving Under the Influence of Drugs and PC148(A)(1)-Obstructing Police Officer.  HANSEN was subsequently arrested and transported to the Colorado River Station jail for booking.  HANSEN was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

CONFIDENTIAL FEMALE JUVENILE, 15 Years Old, Resident of Needles, CA
On Sunday, August 30, 2026, at approximately 3:30 p.m., deputies contacted a 15-year-old female juvenile during a call for service reference an assault that just occurred near the 1900 block of Clary Drive.  During the investigation, it was determined the juvenile was in violation of PC242-Battery on a Person.  The juvenile was subsequently arrested, issued a citation, and released to a responsible party at the scene with a future court date.  

DONNA FLURRY, 49 Years Old, Resident of Needles, CA
On Sunday, August 30, 2026, at approximately 3:45 p.m., deputies contacted DONNA FLURRY during a pedestrian check near H Street and Colorado Ct.  During the investigation, FLURRY was found to have an active warrant for her arrest for PC459-Burglary and PC594(B)(1)-Vandalism over $400.00.  FLURRY was subsequently arrested and transported to the High Desert Detention Center for booking.  FLURRY remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $75,000.00, awaiting a court hearing.

JAY LATUNSKI, 38 Years Old, Resident of San Bernardino, CA
On Sunday, August 30, 2026, at approximately 11:10 p.m., deputies contacted JAY LATUNSKI during a traffic enforcement stop near the 1400 block of Bailey Avenue.  During the stop, LATUNSKI was found to have an outstanding warrant out of Long Beach for H&S11395(B)(1)-Possession of a Controlled Substance with 2 or more priors.  LATUNSKI was subsequently arrested and transported to the Colorado River Station jail for booking.  LATUNSKI remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $75,000.00, awaiting a court hearing. 

GABRIEL VARGOS, 34 Years Old, Resident of Needles, CA
On Sunday, August 30, 2026, at approximately 11:56 p.m., deputies contacted GABRIEL VARGOS during a traffic enforcement stop near W Needles Hwy and M Street.  During the stop, VARGOS was found to have two outstanding warrants for his arrest for CVC12500(A)-Driving Without a License.  VARGOS was subsequently arrested and transported to the Colorado River Station jail for booking.  VARGOS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 


The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
