Narrative:
On July 26, 2026, deputies assigned to the city of Thousand Oaks responded to a residential burglary call in the 2100 block of E. Hillcrest Drive.  Deputies learned an unidentified suspect had gained entry into the residence through an unlocked window and stole electronics and several pieces of jewelry belonging to the victim.  The jewelry included an heirloom ring that had been passed on through multiple generations and was valued at over $300,000. 
 
During the initial response, Field Evidence Technicians from the Sheriff’s Crime Scene Investigations Unit responded to the location and processed the scene.  Evidence collected by the technicians led to the identification of a suspect.  Using that information, detectives with the East County Investigations Bureau – Commercial and Residential Burglary Unit, authored multiple search warrants and obtained additional evidence linking the suspect to the burglary.  This suspect was identified as Thousand Oaks resident Carlos Donis Arroyo.   
 
On September 1st, 2026, detectives served a search warrant at Arroyo’s residence.  During the search of the residence, a vast majority of the victim’s stolen property was located inside Arroyo’s bedroom.  During the execution of the search warrant, Arroyo was contacted near his residence and was placed under arrest. 
 
Arroyo was booked into custody at the Pre-Trial Detention Facility for violations of PC 459 - Burglary and PC 182 - Conspiracy.  Arroyo’s scheduled bail is set at $50,000 and his first court hearing is scheduled for 09/03/2026.
