INCIDENT: PC 594(B)(1) - Vandalism

LOCATION: Multiple Locations, Highland

SUSPECT(S): Raven Cain, 41-years-old, Resident of San Bernardino 

VICTIM(S): City of Highland

SUMMARY:  Automated License Plate Reader (ALPR) Technology helped identify, locate, and arrest subject who vandalized ALPR devices in the city of Highland.

On Friday, August 21, 2026, at approximately 6:00 a.m., Highland Station patrol deputies discovered that multiple Automated License Plate Reader (ALPR) devices had been vandalized, causing significant damage. Investigators obtained video from several locations that captured the suspect and an associated vehicle.

During the investigation, ALPR technology assisted investigators in identifying the involved vehicle and ultimately identifying the suspect as Raven Cain. On Wednesday, September 2, 2026, investigators contacted Cain and served a search warrant at his residence in San Bernardino, where investigators located evidence linking Cain to the vandalism. 

Cain was arrested and booked into the Central Detention Center for violation of California Penal Code Section 594(b)(1) - felony vandalism, and is being held in lieu of $30,000 bail.

The San Bernardino County Sheriff's Department remains committed to using available resources and technology to protect the communities we serve. Automated License Plate Reader technology provides investigators with an additional tool to identify vehicles associated with criminal activity and develop investigative leads. This is an example of how the use of modern-day technology, including ALPR devices, combined with surveillance evidence and traditional investigative techniques, helped investigators identify a suspect and gather evidence related to the crime. This investigation demonstrates how technology can support law enforcement efforts to solve crimes more efficiently, hold offenders accountable, and enhance public safety while serving the community.
