The Sheriff's Colorado River Station Releases Information on Arrests Made Between August 31st and September 6th
Between August 31, 2026, and September 6, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:
SHELDON TUCKER, 57 Years Old, Resident of Hemet, CA
On Monday, August 31, 2026, at approximately 1:12 a.m., deputies contacted SHELDON TUCKER during a vehicle check near E Broadway and Ice Plant Rd. During the investigation, TUCKER was found to have an outstanding warrant for his arrest for PC3455-Violation of Post Release Community Supervision. TUCKER was subsequently arrested and transported to the Colorado River Station jail for booking. TUCKER remains in the custody of the San Bernardino County Sheriff’s Department with no bail awaiting a court hearing.
JAMES DAY, 51 Years Old, Resident of Needles, CA
On Monday, August 31, 2026, at approximately 7:30 p.m., deputies contacted JAMES DAY during a traffic enforcement stop near J Street and Front Street. During the stop, DAY was found to have an active warrant for his arrest for H&S11377(A)-Possession of a Controlled Substance. DAY was subsequently arrested, issued a citation, and released at the scene with a future court date.
PAUL HARDING, 49 Years Old, Resident of Needles, CA
On Monday, August 31, 2026, at approximately 11:11 p.m., deputies contacted PAUL HARDING during a traffic enforcement stop near North K Street and Smokestack Street. During the stop, HARDING was found to be in violation of H&S11377(A)-Possession of a Controlled Substance. HARDING was subsequently arrested, issued a citation, and released at the scene with a future court date.
LATASHA MILLER, 36 Years Old, Resident of Needles, CA
On Monday, August 31, 2026, at approximately 11:11 p.m., deputies contacted LATASHA MILLER during a traffic enforcement stop near North K Street and Smokestack Street. During the stop, MILLER was found to be in violation of H&S11377(A)-Possession of a Controlled Substance. MILLER was subsequently arrested, issued a citation, and released at the scene with a future court date.
KELLI RAMIREZ, 53 Years Old, Resident of Needles, CA
On Tuesday, September 1, 2026, at approximately 10:33 a.m., deputies contacted KELLI RAMIREZ during a traffic stop near J Street and Front Street. During the investigation, RAMIREZ was found to be in violation of CVC12500(A)-Driving Without a License. RAMIREZ was subsequently arrested, issued a citation, and released at the scene with a future court date.
KYLE SKERSICK, 34 Years Old, Resident of Big River, CA
On Tuesday, September 1, 2026, at approximately 1:06 p.m., deputies contacted KYLE SKERSICK during a call for service reference a vandalism in progress. During the investigation, SKERSICK was found to be in violation of PC594(B)(1)-Felony Vandalism over $400. SKERSICK was subsequently arrested and transported to the Colorado River Station jail for booking. SKERSICK remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.
PAMELA GAREAU, 55 Years Old, Resident of Needles, CA
On Thursday, September 3, 2026, at approximately 4:07 p.m., deputies contacted PAMELA GAREAU during a call for service reference a trespassing near the 200 block of G Street. During the investigation, GAREAU was found to be in violation of CVC10851(A)-Vehicle Theft and was also found to have a warrant out of Orange County for CVC10851-Vehicle Theft. GAREAU was subsequently arrested and transported to the Colorado River Station jail for booking. GAREAU remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $80,000.00, awaiting a court hearing.
CONFIDENTIAL MALE JUVENILE, 17 Years Old, Resident of Needles, CA
On Friday, September 4, 2026, at approximately 8:39 a.m., deputies contacted a 17-year-old male juvenile during a call for service near the 2000 block of Paseo Del Rey Street, reference an assault. During the investigation, the male juvenile was found to be in violation of PC243(D)-Aggravated Battery with Serious Bodily Injury. The male juvenile was subsequently arrested and transported to the High Desert Juvenile Hall for booking. He remains in the custody of the High Desert Juvenile Hall awaiting a court hearing.
GEORGINA ESTRADA, 35 Years Old, Resident of Needles, CA
On Friday, September 4, 2026, at approximately 6:35 p.m., deputies contacted GEORGINA ESTRADA during a call for service reference a disturbance near the 1900 block of Clary Drive. During the investigation, ESTRADA was found to be in violation of H&S11361(A)-Providing Marijuana to a Minor and PC273A(A)-Child Abuse Causing Injury. ESTRADA was subsequently arrested and transported to the West Valley Detention Center for booking. ESTRADA remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $70,000.00, awaiting a court hearing.
JOHN SLINGERLAND, 33 Years Old, Resident of Huntington Beach, CA
On Friday, September 4, 2026, at approximately 8:19 p.m., deputies contacted JOHN SLINGERLAND during a marine enforcement stop near the Roadrunner on the Colorado River. During the stop, SLINGERLAND was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. SLINGERLAND was subsequently arrested and transported to the Colorado River Station jail for booking. SLINGERLAND was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
MATTHEW WATSON, 54 Years Old, Resident of Topock, AZ
On Friday, September 4, 2026, at approximately 11:09 p.m., deputies contacted MATTHEW WATSON during a traffic enforcement stop near North K Street and Smokestack Drive. During the stop, WATSON was found to be in violation of PC29800(A)(1)-Felon in Possession of a Firearm, PC30305(A)(1)-Felon in Possession of Unlawful Ammunition and PC33215-Possession of a Shirt Barrel Rifle. WATSON was subsequently arrested and transported to the Colorado River Station jail for booking. WATSON remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.
JAMES DAY, 51 Years Old, Resident of Needles, CA
On Saturday, September 5, 2026, at approximately 8:56 a.m., deputies contacted JAMES DAY during a pedestrian check near South K Street and Front Street. During the check, DAY was found to have an active warrant for his arrest for H&S11377(A)-Possession of a Controlled Substance. DAY was subsequently arrested and transported to the Colorado River Station jail for booking. DAY was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
ARTHUR WILDER, 40 Years Old, Resident of Needles, CA
On Saturday, September 5, 2026, at approximately 1:36 p.m., deputies contacted ARTHUR WILDER during a pedestrian check near D Street and Valley Avenue. During the check, WILDER was found to be in violation of H&S11395(B)(1)-Possession of a Controlled Substance with Priors. WILDER was subsequently arrested and transported to the Colorado River Station jail for booking. WILDER remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.
ROGERS PURFOY, 38 Years Old, Resident of Los Angeles, CA
On Saturday, September 5, 2026, at approximately 5:48 p.m., deputies contacted ROGERS PURFOY during a marine enforcement stop near Thompson Bay on Lake Havasu. During the stop, PURFOY was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. PURFOY was subsequently arrested and transported to the Colorado River Station jail for booking. PURFOY was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
ISRAEL ARAGON, 20 Years Old, Resident of Needles, CA
On Saturday, September 5, 2026, at approximately 6:31 p.m., deputies contacted ISRAEL ARAGON during a call for service near the 1000 block of Lillyhill Drive reference a man down. During the investigation, ARAGON was found to have an outstanding warrant for PC647(F)-Disorderly Conduct/Public Intoxication. ARAGON was subsequently arrested and transported to the Colorado River Station jail for booking. ARAGON was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
MISTY PAYNE, 42 Years Old, Resident of Bullhead City, AZ
On Saturday, September 5, 2026, at approximately 6:25 p.m., deputies contacted MISTY PAYNE during a marine enforcement stop near Needles Marina on the Colorado River. During the stop, PAYNE was found to have an active warrant for her arrest out of Mesquite Nevada for Fraud charges. PAYNE was subsequently arrested and transported to the Colorado River Station jail for booking. PAYNE remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting extradition.
BRANDON WADE, 28 Years Old, Resident of Long Beach, CA
On Saturday, September 5, 2026, at approximately 7:44 p.m., deputies contacted BRANDON WADE during a marine enforcement stop near the North Basin of Havasu Lake. During the stop, WADE was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. WADE was subsequently arrested and transported to the Colorado River Station jail for booking. WADE was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
JONATHAN CARBAJAL, 22 Years Old, Resident of Moreno Valley, CA
On Saturday, September 5, 2026, at approximately 8:54 p.m., deputies contacted JONATHAN CARBAJAL during a traffic enforcement stop near W Broadway Street and the I40 on ramp. During the stop, CARBAJAL was found to be in violation of CVC23103(B)-Reckless Driving in a Parking Lot. CARBAJAL was subsequently arrested and transported to the Colorado River Station jail for booking. CARBAJAL was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
ZABRINA LONGACRE, 44 Years Old, Resident of Needles, CA
On Sunday, September 6, 2026, at approximately 12:59 a.m., deputies contacted ZABRINA LONGACRE during a traffic enforcement stop near North K Street and Race Street. During the stop, LONGACRE was found to have an active warrant for CVC23103(A)-Reckless Driving. LONGACRE was subsequently arrested and transported to the Colorado River Station jail for booking. LONGACRE remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $25,000.00, awaiting a court hearing.
SEAN SULLIVAN, 38 Years Old, Resident of Yucca, AZ
On Sunday, September 6, 2026, at approximately 12:59 a.m., deputies contacted SEAN SULLIVAN during a traffic enforcement stop near North K Street and Race Street. During the stop, SULLIVAN was found to have 2 active warrants for H&S11378-Possession of a Controlled Substance for Sale and H&S11377(A)-Possession of a Controlled Substance. SULLIVAN was subsequently arrested and transported to the Colorado River Station jail for booking. SULLIVAN remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
MCKENNA VARGAS, 28 Years Old, Resident of Alexandria, VA
On Sunday, September 6, 2026, at approximately 3:28 p.m., deputies contacted MCKENNA VARGAS during a marine enforcement stop near Crazy Horse on Lake Havasu. During the stop, VARGAS was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol. VARGAS was subsequently arrested, issued a citation, and released to a responsible party at the scene with a future court date.
IVAN MACIAS, 31 Years Old, Resident of Fontana, CA
On Sunday, September 6, 2026, at approximately 3:35 p.m., deputies contacted IVAN MACIAS during a marine enforcement stop near Echo Lodge on the Colorado River. During the stop, MACIAS was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol. MACIAS was subsequently arrested and transported to the Colorado River Station jail for booking. MACIAS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
ANDREW GUTIERREZ, 28 Years Old, Resident of Norwalk, CA
On Sunday, September 6, 2026, at approximately 6:26 p.m., deputies contacted ANDREW GUTIERREZ during a marine enforcement stop near Spectator Point on the Colorado River. During the stop, GUTIERREZ was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol. GUTIERREZ was subsequently arrested and transported to the Colorado River Station jail for booking. GUTIERREZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
JOSE RODRIGUEZ, 44 Years Old, Resident of Oak Hills, CA
On Sunday, September 6, 2026, at approximately 7:20 p.m., deputies contacted JOSE RODRIGUEZ during a marine enforcement stop near Pirate Cove on the Colorado River. During the stop, RODRIGUEZ was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. RODRIGUEZ was subsequently arrested and transported to the Colorado River Station jail for booking. RODRIGUEZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
RICHARD BERLING, 47 Years Old, Resident of Menifee, CA
On Sunday, September 6, 2026, at approximately 7:23 p.m., deputies contacted RICHARD BERLING during a marine enforcement stop near Castle Rock on the Colorado River. During the stop, BERLING was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. BERLING was subsequently arrested and transported to the Colorado River Station jail for booking. BERLING was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
FREDDY MONTOYA, 38 Years Old, Resident of Mohave Valley, AZ
On Sunday, September 6, 2026, at approximately 9:41 p.m., deputies contacted FREDDY MONTOYA during a traffic enforcement stop near River Hwy and Courtwright Rd. During the stop, MONTOYA was found to be in violation of PC30305(A)(1)-Felon in Possession of Unlawful Ammunition, CVC23103(A)-Reckless Driving on a Highway and CVC23109(A)-Illegal Speed Contest. MONTOYA was subsequently arrested and transported to the Colorado River Station jail for booking. MONTOYA remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.
JEFFREY DUSCH, 52 Years Old, Resident of Fort Mohave, AZ
On Sunday, September 6, 2026, at approximately 11:50 p.m., deputies contacted JEFFREY DUSCH during a traffic enforcement stop near North K Street and W Needles Hwy. During the stop, DUSCH was found to be in violation of PC30305(A)(1)-Felon in Possession of Unlawful Ammunition. DUSCH was subsequently arrested and transported to the Colorado River Station jail for booking. DUSCH remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.
The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
