Between September 7, 2026, and September 13, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:

ROBERT HALEY, 59 Years Old, Resident of Ventura, CA
On Monday, September 7, 2026, at approximately 10:45 a.m., officers from the California Highway Patrol contacted ROBERT HALEY during a traffic enforcement stop on the east bound I40 near mile marker 129.  During the stop, HALEY was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol.  HALEY was subsequently arrested and transported to the Colorado River Station jail for booking.  HALEY was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

ROBERT MURCHINSON, 41 Years Old, Resident of Needles, CA
On Wednesday, September 9, 2026, at approximately 8:30 a.m., deputies contacted ROBERT MURCHINSON during a service of a search warrant near the 800 block of Downey Avenue.  During the service, MURCHINSON was found to be in violation of PC30305(A)(1)-Felon in Possession of Unlawful Ammunition. MURCHINSON was subsequently arrested and transported to the Colorado River Station jail for booking.  MURCHINSON remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.  

ROBERT HELICKER, 57 Years Old, Resident of Needles, CA
On Wednesday, September 9, 2026, at approximately 8:30 a.m., deputies contacted ROBERT HELICKER during a service of a search warrant near the 800 block of Downey Avenue.  During the service, HELICKER was found to be in violation of PC30305(A)(1)-Felon in Possession of Unlawful Ammunition. HELICKER was subsequently arrested and transported to the Colorado River Station jail for booking.  HELICKER remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.  

LORRIE LERMA, 52 Years Old, Resident of Needles, CA
On Wednesday, September 9, 2026, at approximately 8:30 a.m., deputies contacted LORRIE LERMA during a service of a search warrant near the 800 block of Downey Avenue.  During the service, LERMA was found to be in violation of PC368(B)(1)-Elder Abuse. LERMA was subsequently arrested and transported to the Colorado River Station jail for booking.  LERMA remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $40,000.00, awaiting a court hearing.  

MARK MANNOR, 36 Years Old, Resident of Needles, CA
On Wednesday, September 9, 2026, at approximately 1:50 p.m., deputies contacted MARK MANNOR during a warrant service near the 1500 block of Lillyhill Drive.  During the service, MANNOR was found to have two outstanding warrants for his arrest for H&S11364(A)-Possession of Unlawful Drug Paraphernalia. MANNOR was subsequently arrested and transported to the Colorado River Station jail for booking.  MANNOR was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

STEVE MAYFIELD, 75 Years Old, Resident of Needles, CA
On Wednesday, September 9, 2026, at approximately 11:36 p.m., deputies contacted STEVE MAYFIELD during a call for service reference a domestic disturbance near the 1000 block of Earl Ct.  During the investigation, MAYFIELD was found to be in violation of PC243(E)(1)-Spousal Battery.  MAYFIELD was subsequently arrested and transported to the Colorado River Station jail for booking.  MAYFIELD remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $25,000.00, awaiting a court hearing.
JASON MINCKS, 48 Years Old, Resident of Needles, CA
On Thursday, September 10, 2026, at approximately 10:44 a.m., deputies contacted JASON MINCKS during a warrant service near the 1600 block of Collins Street.  During the service, MINCKS was found to an outstanding warrant for his arrest for H&S11377(A)-Possession of a Controlled Substance. MINCKS was subsequently arrested, issued a citation, and released at the scene with a future court date.

BRUCE SCOTT, 70 Years Old, Resident of Needles, CA
On Thursday, September 10, 2026, at approximately 4:27 p.m., deputies contacted BRUCE SCOTT during a warrant service near the 100 block of Elm Circle.  During the service, SCOTT was found to an outstanding warrant for his arrest for PC29800(A)(1)-Felon in Possession of a Firearm. SCOTT was subsequently arrested, issued a citation, and released at the scene with a future court date. 
 
EMILIANO CASTILLO, 40 Years Old, Resident of Needles, CA
On Friday, September 11, 2026, at approximately 9:41 p.m., deputies contacted EMILIANO CASTILLO during a call for service reference an attempted vehicle theft near 3rd St and H St.  During the investigation, CASTILLO was found to be in violation of PC664/10851-Attempted Vehicle Theft.  CASTILLO was subsequently arrested and transported to the High Desert Detention Center for booking.  CASTILLO remains in the custody of the San Bernardino County Sheriff’s Department on $30,000.00 bail, awaiting a court hearing. 

BRIANNA SANTOS, 26 Years Old, Resident of Hacienda Heights, CA
On Saturday, September 12, 2026, at approximately 2:27 p.m., deputies contacted BRIANNA SANTOS during a marine enforcement stop near Blankenship Bend on Havasu Lake.  During the stop, SANTOS was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  SANTOS was subsequently arrested and transported to the Colorado River Station jail for booking.  SANTOS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 


The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
