Press Release: Stalking Suspect Arrested Following Repeated Restraining Order Violations
SUBJECT: Stalking Suspect Arrested Following Repeated Restraining Order Violations
LOCATION: 200 Block Lincoln Avenue, Redwood City
DATE/TIME: September 14, 2026, Approximately 3:55 A.M.
On September 14, 2026, Redwood City Police officers arrested 34-year-old Rudy Fidel Avila Naranjo following an investigation into repeated violations of a domestic violence restraining order and an ongoing pattern of stalking involving a former dating partner.
The investigation began earlier this month after officers responded multiple times to reports that the suspect was violating a restraining order. On September 5, the suspect was observed repeatedly driving near the victim’s residence and had reportedly called her more than 75 times that day.
Officers located the suspect driving in the area, but he fled at a high rate of speed before officers attempted to contact him. Redwood City Police’s Drone as First Responder (DFR) unit subsequently located his vehicle several minutes later. The suspect attempted to flee on foot but was taken into custody and booked for stalking and violating a restraining order.
The suspect later posted bond and was released from custody during the early morning hours of September 6. By approximately 3:30 p.m. that same day, investigators learned that he had reportedly called the victim more than 400 additional times and had again traveled to her residence before leaving the area.
During the continuing investigation, detectives also learned of allegations involving prior sexual assaults, criminal threats, and unlawful entry into the victim’s residence. Those allegations remain part of the ongoing investigation.
On September 14, the suspect again returned to the victim’s residence in violation of the restraining order. In anticipation of additional violations, investigators had entered the suspect’s vehicle into the department’s automated license plate reader system. Officers developed a coordinated apprehension plan utilizing DFR. Officers subsequently conducted a high-risk vehicle stop and took him into custody without incident.
During a subsequent inventory search of the suspect’s vehicle, officers located an un-serialized handgun and ammunition.
The suspect was booked into the Maguire Correctional Facility on charges including:
- Penal Code § 646.9(a) — Stalking
- Penal Code § 273.6(a) — Violation of a restraining order
- Penal Code § 25400(a)(1) — Possess concealed firearm
- Penal Code § 12022.1 — Commission of a new felony while released on bail
This investigation remains ongoing, and additional charges may be sought as investigators continue reviewing the circumstances surrounding the prior reported incidents.
