Between September 14, 2026, and September 20, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:

DAX EMERY, 31 Years Old, Resident of Fresno, CA
On Monday, September 14, 2026, at approximately 9:25 p.m., deputies contacted DAX EMERY during a traffic enforcement stop near North K Street and Front Street.  During the stop, EMERY was found to be in violation of PC 148.9(A)- Giving False ID to Police Officer and PC69-Obstructing/Resisting a Police Officer.  EMERY was also found to have two outstanding warrants our of Fresno for PC245(A)(4)-Assault with Great Bodily Injury and H&S11352(A)-Transportation of a Controlled Substance.  EMERY was subsequently arrested and transported to the High Desert Detention Center for booking.  EMERY remains in the custody of the San Bernardino County Sheriff’s Department with no bail awaiting a court hearing. 

EVAN DILLMAN, 37 Years Old, Resident of Fort Mohave, AZ
On Tuesday, September 15, 2026, at approximately 8:31 a.m., deputies contacted EVAN DILLMAN during a traffic enforcement stop near R Street and Needles Hwy.  During the stop, DILLMAN was found to have an active warrant for his arrest for CVC23103(A)-Reckless Driving.  DILLMAN was subsequently arrested and transported to the Colorado River Station jail for booking. DILLMAN was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

DERRICK JULL, 49 Years Old, Resident of Fair Oaks, CA
On Wednesday, September 16, 2026, at approximately 12:06 p.m., deputies contacted DERRICK JULL during a call for service reference a disturbance near the 100 block of W Broadway Street.  During the investigation, JULL was found to be in violation of PC242-Battery.  JULL was subsequently arrested, issued a citation, and released at the scene with a future court date. 

NAPOLEON JULL, 25 Years Old, Resident of Fair Oaks, CA
On Wednesday, September 16, 2026, at approximately 12:06 p.m., deputies contacted NAPOLEON JULL during a call for service reference a disturbance near the 100 block of W Broadway Street.  During the investigation, JULL was found to be in violation of PC242-Battery.  JULL was subsequently arrested, issued a citation, and released at the scene with a future court date.

BONNIE COUCH, 69 Years Old, Resident of Big River, CA
On Thursday, September 17, 2026, at approximately 9:01 a.m., deputies contacted BONNIE COUCH during a warrant service near the 149000 block of Wintun Trail.  During the service COUCH was found to be in violation of PC273.6-Violation of a Domestic Restraining Order, PC245(A)(1)-Assault with a Deadly Weapon-Not a Firearm, and PC368(B)(1)-Elder Abuse.  COUCH was subsequently arrested and transported to the West Valley Detention Center for booking.  COUCH remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $125,000.00, awaiting a court hearing. 

LESTER HANCOCK, 49 Years Old, Resident of Needles, CA
On Thursday, September 17, 2026, at approximately 9:46 a.m., deputies contacted LESTER HANCOCK during a call for service near the 800 block of W Broadway Street reference an unwanted subject at the property.  During the investigation, HANCOCK was found to be in violation of PC602(O)(1)-Trespassing Refuse to Leave.  HANCOCK was subsequently arrested and transported to the Colorado River Station jail for booking.  HANCOCK was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

LALO DONAHUE, 29 Years Old, Resident of Levee, AZ
On Thursday, September 17, 2026, at approximately 11:03 a.m., deputies contacted LALO DONAHUE in the Colorado River Station lobby.  During the investigation, DONAHUE was found to have an outstanding warrant for his arrest for PC242-Battery.  DONAHUE was subsequently arrested, issued a citation, and released at the scene with a future court date.

CHARLOTTE JACKSON, 50 Years Old, Resident of Needles, CA
On Friday, September 18, 2026, at approximately 12:30 a.m., deputies contacted CHARLOTTE JACKSON during a call for service near the 1000 block of Lillyhill Drive.  During the investigation, JACKSON was found to have an outstanding warrant for her arrest for PC148(A)(1)-Obstructing a Police Officer.  JACKSON was subsequently arrested and transported to the Colorado River Station jail for booking.  JACKSON remains in the custody of the San Bernardino County Sheriff’s Department on $5000.00 bail, awaiting a court hearing. 

MATTHEW MURPHY, 21 Years Old, Resident of Chula Vista, CA
On Friday, September 18, 2026, at approximately 4:41 p.m., deputies contacted MATTHEW MURPHY during a marine enforcement stop near Castle Rock on the Colorado River.  During the stop, MURPHY was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol.  MURPHY was subsequently arrested and transported to the Colorado River Station jail for booking.  MURPHY was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

NICHOLAS RUSSELL, 48 Years Old, Resident of Yucca Valley, CA
On Friday, September 18, 2026, at approximately 4:50 p.m., deputies contacted NICHOLAS RUSSELL during a traffic enforcement stop near North K Street and Smokestack Dr.  During the stop, RUSSELL was found to be in violation of CVC12500(A)-Driving Without a License.  RUSSELL was subsequently arrested, issued a citation, and released at the scene with a future court date. 

MARIO GONZALES, 60 Years Old, Resident of Needles, CA
On Friday, September 18, 2026, at approximately 10:23 p.m., deputies contacted MARIO GONZALES during a traffic enforcement stop near North L Street and Market St.  During the stop, GONZALES was found to be in violation of H&S11377(A)-Possession of a Controlled Substance.  GONZALES was subsequently arrested, issued a citation, and released at the scene with a future court date. 

SAL FLORES, 33 Years Old, Resident of West Covina, CA
On Saturday, September 19, 2026, at approximately 3:32 p.m., deputies contacted SAL FLORES during a marine enforcement stop near Cooks Island on the Colorado River.  During the stop, FLORES was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and PC69-Obstructing/Resisting Arrest.  FLORES was subsequently arrested and transported to the Colorado River Station jail for booking.  Flores remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,00.00, awaiting a court hearing. 

CHRISTIAN NOLASCOVERDIN, 19 Years Old, Resident of Surprise, AZ
On Saturday, September 19, 2026, at approximately 5:22 p.m., deputies contacted CHRISTIAN NOLASCOVERDIN during a marine enforcement stop near Crazy Horse on Lake Havasu.  During the stop, NOLASCOVERDIN was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol.  NOLASCOVERDIN was subsequently arrested and transported to the Colorado River Station jail for booking.  NOLASCOVERDIN was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

CRISTIAN PEREZ IBARRA, 36 Years Old, Resident of Sinaloa, MX
On Sunday, September 20, 2026, at approximately 2:50 a.m., officers from the BNSF Railroad Police contacted CRISTIAN PEREZ IBARRA during a reported train robbery in progress.  During the investigation, PEREZ IBARRA was found to be in violation of PC182(A)(1)-Conspiracy to Commit a Crime and PC459(2nd)-Burglary 2nd Degree.  PEREZ IBARRA was subsequently arrested and transported to the Colorado River Station jail for booking.  PEREZ IBARRA remains in the custody of the San Bernardino County Sheriff’s Department on $30,000.00 bail, awaiting a court hearing. 

JASON OSKO, 37 Years Old, Resident of Needles, CA
On Sunday, September 20, 2026, at approximately 5:25 p.m., deputies contacted JASON OSKO during a traffic enforcement stop near D Street and Acoma St.  During the stop, OSKO was found to have an outstanding warrant for his arrest for PC594(B)(1)-Vandalism Over $400.00.  OSKO was subsequently arrested and transported to the Colorado River Station jail for booking.  OSKO remains in the custody of the San Bernardino County Sheriff’s Department with no bail awaiting a court hearing. 

KENNETH DABNEY, 61 Years Old, Resident of Riverside, CA
On Sunday, September 20, 2026, at approximately 7:10 p.m., deputies contacted KENNETH DABNEY during a marine enforcement stop near Thompson Bay on Lake Havasu.  During the stop, DABNEY was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  DABNEY was subsequently arrested and transported to the Colorado River Station jail for booking.  DABNEY was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
