Between September 21, 2026, and September 27, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:

HOWARD SHAFFER, 45 Years Old, Resident of Bullhead City, AZ
On Tuesday, September 22, 2026, at approximately 1:02 a.m., deputies contacted HOWARD SHAFFER during a traffic enforcement stop near North K Street and Market Street.  During the stop, SHAFFER was found to have an outstanding warrant out of Long Beach, CA for CVC4462.5-False Registration.  SHAFFER was subsequently arrested and transported to the Colorado River Station jail for booking.  SHAFFER remains in the custody of the San Bernardino County Sheriff’s Department on $25,000.00 bail, awaiting a court hearing. 

MATTHEW JARC, 45 Years Old, Resident of Needles, CA
On Tuesday, September 22, 2026, at approximately 5:25 p.m., deputies contacted MATTHEW JARC during a flag down near 3rd Street and J Street.  During the investigation, JARC was found to be in violation of PC647(F)-Disorderly Conduct-Public Intoxication.  JARC was subsequently arrested and transported to the Colorado River Station jail for booking.  JARC was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

HAROLD COOKE, 80 Years Old, Resident of Big River, CA
On Wednesday, September 23, 2026, at approximately 8:24 a.m., deputies contacted HAROLD COOKE during a traffic enforcement stop near Rio Vista Drive and Sherwood Ct in Big River.  During the stop, COOKE was found to have an outstanding warrant for his arrest for PC166(C)(1)-Violation of a Protection Order, PC243(E)(1)-Battery on a Spouse and PC368(C)-Edler Abuse.  COOKE was subsequently arrested and transported to the Colorado River Station jail for booking.  COOKE remains in the custody of the San Bernardino County Sheriff’s Department on $40,000.00 bail, awaiting a court hearing. 

TIMOTHY GRAVES, 27 Years Old, Resident of Lake Havasu City, AZ
On Wednesday, September 23, 2026, at approximately 10:50 a.m., deputies contacted TIMOTHY GRAVES during a traffic enforcement stop near F Street and Front Street.  During the stop, GRAVES was found to be in violation of CVC12500(A)-Driving Without a License.  GRAVES was subsequently arrested, issued a citation, and released at the scene with a future court date.  

GUADALUPE LANDEROS, 32 Years Old, Resident of Fontana, CA
On Wednesday, September 23, 2026, at approximately 3:19 p.m., officers from the California Highway Patrol contacted GUADALUPE LANDEROS during a traffic enforcement stop near Needles Hwy and River Rd.  During the investigation, LANDEROS was found to be in violation of CVC23103(A)-Reckless Driving.  LANDEROS was subsequently arrested and transported to the Colorado River Station jail for booking.  LANDEROS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

APRIL RAMIREZ, 32 Years Old, Resident of Needles, CA
On Wednesday, September 23, 2026, at approximately 6:11 p.m., deputies contacted APRIL RAMIREZ during a call for service near the 1900 block of Desoto Street reference a disturbance.  During the investigation, RAMIREZ was found to be in violation of PC245(A)(4)-Assault Causing Bodily Injury. RAMIREZ was subsequently arrested and transported to the Colorado River Station jail for booking.  RAMIREZ remains in the custody of the San Bernardino County Sheriff’s Department on $40,000.00 bail, awaiting a court hearing. 


FELIPE ANDRADE, 35 Years Old, Resident of Needles, CA
On Thursday, September 24, 2026, at approximately 10:53 a.m., deputies contacted FELIPE ANDRADE during a call for service near the 300 block of W Broadway Street reference a disturbance.  During the investigation, ANDRADE was found to be in violation of PC422-Criminal Threats. ANDRADE was also found to be on probation and was in violation of PC1203.2(A)(1)-Violation of Probation.  ANDRADE was subsequently arrested and transported to the Colorado River Station jail for booking.  ANDRADE remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing. 

ASA YORK, 64 Years Old, Resident of Parker, AZ
On Thursday, September 24, 2026, at approximately 11:06 a.m., deputies contacted ASA YORK near the 5000 block of Dapishu Road reference a warrant service.  During the investigation, YORK was found to have an outstanding warrant for his arrest for CVC14601.1(A)-Driving on a Suspended License. YORK was subsequently arrested, issued a citation, and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

KODY HARPER, 24 Years Old, Resident of Parker, AZ
On Thursday, September 24, 2026, at approximately 7:51 p.m., deputies contacted KODY HARPER during a call for service near the 150000 block of Capistrano Way in Big River reference a domestic disturbance.  During the investigation, HARPER was found to be in violation of PC273.5(A)-Spousal Abuse. HARPER was subsequently arrested and transported to the Colorado River Station jail for booking.  HARPER remains in the custody of the San Bernardino County Sheriff’s Department on $50,000.00 bail, awaiting a court hearing. 

RANDY FLASCHENRIEM, 24 Years Old, Resident of Needles, CA
On Friday, September 25, 2026, at approximately 10:27 a.m., deputies contacted RANDY FLASCHENRIEM during a traffic enforcement stop near W Needles Hwy and U Street.  During the stop, FLASCHENRIEM was found to be in violation of CVC12500(A)-Driving Without a License.  FLASCHENRIEM was subsequently arrested, issued a citation, and released at the scene with a future court date. 

JUAN SOLIS, 43 Years Old, Resident of Needles, CA
On Friday, September 25, 2026, at approximately 11:17 p.m., deputies contacted JUAN SOLIS during a call for service near the 500 block of Cibola Street reference a domestic disturbance.  During the investigation, SOLIS was found to be in violation of PC273.5(A)-Spousal Abuse. SOLIS was subsequently arrested and transported to the Colorado River Station jail for booking.  SOLIS remains in the custody of the San Bernardino County Sheriff’s Department on $50,000.00 bail, awaiting a court hearing. 

JESUS AGUIRRE, 33 Years Old, Resident of Thermal, CA
On Saturday, September 26, 2026, at approximately 6:33 p.m., deputies contacted JESUS AGUIRRE during a marine enforcement stop near Copper Canyon on Lake Havasu.  During the stop, AGUIRRE was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  AGUIRRE was subsequently arrested and transported to the Colorado River Station jail for booking.  AGUIRRE was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

JEROME WADE, 33 Years Old, Resident of Needles, CA
On Saturday, September 26, 2026, at approximately 11:34 p.m., deputies contacted JEROME WADE during a Pedestrian Check near North K Street and BNSF Rd.  During the investigation, WADE was found to have an outstanding warrant for his arrest for CVC14601.1(A)-Driving on a Suspended License.  WADE was subsequently arrested, issued a citation, and released at the scene with a future court date. 

JOHN PEARSON, 40 Years Old, Resident of Sutter Creek, CA
On Sunday, September 27, 2026, at approximately 7:14 p.m., deputies contacted JOHN PEARSON during a traffic enforcement stop near the I40 W and J Street.  During the stop, PEARSON was found to have a warrant out of San Joaquin County for his arrest for PC182(A)(1)-Conspiracy to Commit a Crime, PC530.5(A)-Credit Card Fraud, PC530.5(E)-Mail Theft, and PC666.1(A)(1)-Petty Theft with 2 or more Priors.  PEARSON was subsequently arrested and transported to the Colorado River Station jail for booking.  PEARSON remains in the custody of the San Bernardino County Sheriff’s Department on $65,000.00 bail, awaiting extradition. 

KATRINA DALFONSO, 44 Years Old, Resident of Needles, CA
On Sunday, September 27, 2026, at approximately 11:06 p.m., deputies contacted KATARINA DALFONSO during a call for service reference a disturbance near the 900 block of W Broadway Street.  During the investigation, DALFONSO was subsequently arrested and transported to the Colorado River Station jail for booking.  DALFONSO was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 


The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
