RESPONSE TIMES:
During the month of September 2026, the average response time for all calls for service was 6 minutes and 11 seconds. There were 2 Priority 1 Emergency calls during the month, with an average response time of 4 minutes and 52 seconds. These response times were derived from the 367 calls that qualify for response-time tracking.

PATROL STATISTICS:
This report includes a summary of the total incidents for all calls for service as well as the total number and type of police reports that were generated. The Patrol Statistics report also includes our total number of arrests as well as citations.

During the month of September 2026, HPD responded to and handled 2,226 calls for service and reported incidents. 599 incidents were resident calls for service and 1,627 were officer-initiated incidents. HPD made 9 arrests and issued 64 total citations in the month.

CRIME SUMMARY:
This report is a summary of all crimes documented and investigated by the Hillsborough Police Department. In September, there was 1 residential burglary and 0 “other” burglary. In 2026, we have investigated a total of 10 residential burglaries and 3 “other” burglaries (construction site, commercial, or vehicle).

Possession of Child Pornography/CASE UPDATE
On 7/29/26 the HPD Investigators received a cybertip from the National Center for Missing and Exploited Children regarding possible Child Sex Abuse Material being shared through Snapchat. Preliminary information indicated that the possible victim may be a Hillsborough resident and the suspect may be a resident in Southern California. HPD Investigators obtained a search warrant for multiple electronic services providers and subsequently contacted the parents of the possible victim. HPD Investigators were able to identify the victim and determined that he was not a Hillsborough resident and that the incident did not take place in Hillsborough. HPD Investigators subsequently referred the investigation to the appropriate law enforcement agency with jurisdiction over the location in which the incident occurred.
 
Criminal Threats
On 8/26/26 a Hillsborough resident reported that a tutor they had hired for their high school aged child had begun to send numerous harassing messages after they expressed their disappointment with the level of service they had received. The harassing messages were sent through text messages, LinkedIn, and other social media platforms and including insults and threats to damage the resident’s personal and professional reputation. A subsequent message included hate speech directed towards the resident’s family. HPD Investigators learned that the tutor resides out of state and all of his interactions were conducted remotely. HPD Investigators are in the process of obtaining search warrants to identify the suspect and develop information to further the investigation.
