The Sheriff's Colorado River Station Releases Information on Arrests Made Between September 28, and October 4, 2026
Between September 28, 2026, and October 4, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:
CARL RYAN, 61 Years Old, Resident of Needles, CA
On Monday, September 28, 2026, at approximately 11:41 p.m., deputies contacted CARL RYAN during a traffic enforcement stop near North K Street and Market Street. During the stop, RYAN was found to be in violation of H&S11364(A)-Possession of Unlawful Drug Paraphernalia. RYAN was subsequently arrested and transported to the Colorado River Station jail for booking. RYAN was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
STEVEN SANDERS, 38 Years Old, Resident of Needles, CA
On Tuesday, September 29, 2026, at approximately 1:07 a.m., deputies contacted STEVEN SANDERS during a traffic enforcement stop near W Broadway Street and Market Street. During the stop, SANDERS was found to be in violation of CVC14601.1(A)-Driving on a Suspended License. SANDERS was subsequently arrested, issued a citation and released at the scene with a future court date.
ARNESHIA FOSTER, 31 Years Old, Resident of Needles, CA
On Tuesday, September 29, 2026, at approximately 10:12 a.m., deputies contacted ARNESHIA FOSTER during a call for service reference a domestic disturbance near the 1000 block of Lillyhill Drive. During the investigation, FOSTER was found to be in violation of PC273A(A)- Child Abuse with Injury and PC273.5(A)-Felony Spousal Abuse. FOSTER was subsequently arrested and transported to the Colorado River Station jail for booking. FOSTER remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.
AMANDA MAYFIELD, 44 Years Old, Resident of Needles, CA
On Tuesday, September 29, 2026, at approximately 1:20 p.m., deputies assisted officers from the San Bernardino County Probation Department with a probation check near the 1000 block of Earl Ct. During the check, they contacted AMANDA MAYFIELD who was found to be in violation of H&S11364(A)-Possession of Unlawful Drug Paraphernalia. MAYFIELD was subsequently arrested, issued a citation and released at the scene with a future court date.
NATHAN WILLIAMSON, 31 Years Old, Resident of Needles, CA
On Tuesday, September 29, 2026, at approximately 1:48 p.m., deputies assisted the Crimes Against Children Task Force in serving a search warrant near the 5000 block of National Trails Hwy. During the service of the warrant, they contacted NATHAN WILLIAMSON who was found to be in violation of PC288.3(A)-Contacting a Minor to Commit a Sex Offense and PC311.11(A)-Possession of Child Pornography. WILLIAMSON was subsequently arrested and transported to the Colorado River Station jail for booking. WILLIAMSON remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $150,000.00, awaiting a court hearing.
DESIRAE VALDEZ, 26 Years Old, Resident of Needles, CA
On Wednesday, September 30, 2026, at approximately 6:40 a.m., deputies contacted DESIRAE VALDEZ during a call for service reference a female laying on the ground. During the investigation, VALDEZ was found to have two outstanding warrants for her arrest for PC647(F)-Disorderly Conduct-Public Intoxication. VALDEZ was subsequently arrested and transported to the Colorado River Station jail for booking. VALDEZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
TOD OLSON, 68 Years Old, Resident of Big River, CA
On Thursday, October 1, 2026, at approximately 8:42 a.m., deputies contacted TOD OLSON during a warrant service near the 150000 block of Blackfoot Trail in Big River. During the service OLSON was found to have an outstanding warrant for his arrest for PC415-Distrurbing the Peace-Unreasonable Noise. OLSON was subsequently arrested, issued a citation, and released at the scene with a future court date.
DANIEL PONCE, 54 Years Old, Resident of Big River, CA
On Thursday, October 1, 2026, at approximately 9:07 a.m., deputies contacted DANIEL PONCE during a warrant service near the 149000 block of Seminole Trail in Big River. During the service PONCE was found to have two outstanding warrants for his arrest for H&S11377(A)-Possession of a Controlled Substance. PONCE was subsequently arrested, issued a citation, and released at the scene with a future court date.
ALBERTO HERMIDA, 39 Years Old, Resident of Needles, CA
On Thursday, October 1, 2026, at approximately 10:37 a.m., deputies contacted ALBERTO HERMIDA during a subject stop near 3rd Street and J Street. During the stop, HERMIDA was found to be in violation of PC 148(A)(1) – Obstructing/Resisting Police Officer and was also found to have an outstanding warrant for his arrest for PC148(A)(1)-Obstructing/Resisting a Police Officer. HERMIDA was subsequently arrested and transported to the Colorado River Station jail for booking. HERMIDA remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $35,000.00, awaiting a court hearing.
RALPH YBARRA, 30 Years Old, Resident of Needles, CA
On Friday, October 2, 2026, at approximately 12:29 a.m., deputies contacted RALPH YBARRA during a search warrant service near the 200 block of G Street. During the investigation, YBARRA was found to be in violation of PC30305(A)(1) – Felon in Possession of Unlawful Ammunition and PC29800(A)(1)-Felon in Possession of a Firearm. YBARRA was subsequently arrested and transported to the Colorado River Station jail for booking. YBARRA remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.
JEFFREY ROELANDS, 49 Years Old, Resident of Las Vegas, NV
On Saturday, October 3, 2026, at approximately 6:15 p.m., deputies contacted JEFFREY ROELANDS during a marine enforcement stop near Thompson Bay on Lake Havasu. During the stop, ROELANDS was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol. ROELANDS was subsequently arrested and transported to the Colorado River Station jail for booking. ROELANDS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date
ESTEBAN BRAVO, 38 Years Old, Resident of Needles, CA
On Saturday, October 3, 2026, at approximately 9:24 p.m., deputies contacted ESTEBAN BRAVO during a traffic enforcement stop near W Broadway Street and Chestnut Street. During the stop, BRAVO was found to have an outstanding warrant for his arrest for H&S11350(A)-Possession of a Controlled Substance-Methamphetamine. BRAVO was subsequently arrested, issued a citation, and released at the scene with a future court date.
KEVIN CAMPBELL, 42 Years Old, Resident of Needles, CA
On Sunday, October 4, 2026, at approximately 12:07 a.m., deputies contacted KEVIN CAMPBELL during a pedestrian check near H Street and Front Street. During the check, CAMPBELL was found to be in violation of H&S11377(A)-Possession of a Controlled Substance. CAMPBELL was subsequently arrested, issued a citation, and released at the scene with a future court date.
JASON GARNER, 46 Years Old, Resident of Golden Valley, AZ
On Sunday, October 4, 2026, at approximately 8:21 p.m., deputies contacted JASON GARNER during a traffic enforcement stop near North K Street and Smokestack Drive. During the stop, GARNER was found to be in violation of H&S11364(A)-Possession of Unlawful Drug Paraphernalia. GARNER was subsequently arrested and transported to the Colorado River Station jail for booking. GARNER was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
