Narrative: 
On 8/10/2026, Thousand Oaks Patrol Deputies responded to a call for service at the United States Postal Service Office located in the 3000 block of E. Thousand Oaks Boulevard, in the City of Thousand Oaks in reference to a reported commercial burglary. Deputies on scene determined that unknown suspect(s) drove into the employee lot, entered a rear employee door, and fled with multiple crates containing US mail.
 
Detectives from the East County Special Enforcement Unit and Commercial & Residential Burglary Unit began investigating the incident. Through the course of the investigation, detectives learned this same theft crew was involved in 14 similar style crimes throughout Southern California, specifically; targeting United States Postal Service Offices. Utilizing law enforcement techniques, license plate reading technology and covert surveillance, detectives located the crime car in the City of Compton. Detectives also identified (S) Mireya Martinez, (S) Hector Mendoza and (S) Manuel Santos as being involved with the burglary that had occurred in the City of Thousand Oaks.  Detectives worked in collaboration with the Los Angeles County Sheriff’s Department (Operation Safe Street) and learned Martinez, Mendoza and Santos were affiliated with Los Angeles criminal street gangs, all with extensive criminal history.
 
On the morning of October 6th, 2026, with the assistance of the Los Angeles Police Department S.W.A.T., Los Angeles County Sheriff’s Department (Operation Safe Street), and United States Postal Inspection Service, Ventura County Sheriff’s Office Detectives served a two-location residential search warrant in the City of Compton and the City of Los Angeles. Detectives arrested Martinez and Mendoza without incident. At the conclusion of the search warrant services and collection of evidence, detectives from the East County Special Enforcement Unit responded to the area of S. Central Avenue and 108th Street in the City of Los Angeles and arrested Santos without incident.
 
Mireya Martinez, Hector Mendoza and Manuel Santos were all booked at the Ventura County Jail on charges of Penal Code 459-Commerical Burglary and Penal Code 182-Criminal Conspiracy and are currently in-custody awaiting further court proceedings.
