On 10/15/2026 at 07:49 p.m., a JPD Officer conducted a traffic stop in the 500 block of Linn St. Upon initiating a traffic stop and making contact with the driver, the officer observed behaviors that indicated the driver may be impaired. Michael James Mansell completed standardized field sobriety tests and subsequently was arrested for operating while intoxicated (7th offense).
Mansell is currently on probation for OWI (5th or 6th), is required to have an ignition interlock device on any vehicle he drives, and has a .02 restriction.
A legal blood draw was taken from Mansell; the results are pending.
Mansell was held at the Rock County Jail.
