Organized Retail Theft Arrest

ROHNERT PARK, CA - On October 20, 2026, members of the Rohnert Park Department of Public Safety (RPDPS) Investigations Unit and Patrol Division conducted an organized retail theft investigation that led detectives to a residence in Vallejo, California.

Through investigative efforts and collaboration with the Sonoma County District Attorney’s Office and Target Organized Retail Crime (ORC) Investigators, detectives identified Allen Cabanban Bais as a suspect in a series of retail theft-related offenses.

As part of the investigation, RPDPS detectives and officers conducted a search of Bais' residence in the O'Brien neighborhood of Vallejo, where they located and recovered numerous items of suspected stolen merchandise, including Dyson vacuum cleaners, KitchenAid appliances, and Ninja espresso machines. Investigators determined that merchandise was being stolen from retail businesses and subsequently offered for resale through online marketplaces.

Bais has an extensive history of arrests involving organized retail theft offenses throughout Sonoma County and surrounding counties. Detectives believe his activities are part of a broader pattern of retail theft impacting businesses throughout the region.

Following the investigation, Bais was taken into custody and transported to the Sonoma County Main Adult Detention Facility, where he was booked on the following charges:

California Penal Code 487(a) – Grand Theft
California Penal Code 459 – Commercial Burglary
California Penal Code 182 – Criminal Conspiracy
California Penal Code 490.4 – Organized Retail Theft
California Penal Code 484(a) – Theft

Organized retail theft has a significant impact on local businesses, employees, and the communities they serve. These offenses create financial losses for retailers, increase operating costs, and ultimately affect consumers.

The Rohnert Park Department of Public Safety remains committed to aggressively investigating organized retail theft and holding those responsible accountable. Through proactive enforcement, investigative resources, and continued partnerships with regional law enforcement agencies, prosecutors, and retail loss prevention investigators, RPDPS will continue working to identify and apprehend individuals engaged in organized retail crime.

RPDPS would like to thank the Sonoma County District Attorney’s Office and Target's Organized Retail Crime Investigators for their assistance and collaboration throughout this investigation.
