LA City Alert: Prepare for the first winter storm of the season

City of Los Angeles Emergency Alert: The National Weather Service forecasts that the season’s first winter storm will impact the City of Los Angeles beginning, Wednesday, October 21, through Thursday, October 22. Parts of Los Angeles may receive up to 1.00 to 1.5 total inches of rain, with 2 to 3 total inches possible across the coastal foothills and slopes. Isolated heavy rain could bring urban flooding, with recent burn scar areas at greatest risk for flash flooding and debris flow. Get ready and take extra precautions. Impacts in the area could include power outages, debris flows, isolated waterspouts/tornadoes and flooding in rapidly rising waterways, as well as in roads and freeways.

The National Weather Service is providing updated weather information at https://www.weather.gov/lox/

Before the Storm, take the following actions:

  • Sign up for emergency alerts through https://www.notifyla.org
  • Make an emergency plan with your family and prepare essential supplies, including medications, flashlights, batteries, back up cell phone chargers, important documents, and pet supplies. Learn more at ready.lacity.gov.
  • Check whether your home is in a flood zone. The Los Angeles County Flood Zone Determination website allows you to see FEMA flood zones in relation to your home. Flood insurance coverage typically takes 30 days to take effect.
  • Pick-up sandbags from your local fire station. More information here: https://www.lafd.org/news/lafd-provides-sandbags-homeowners
  • Clean gutters and yard drains, secure outdoor furniture, and charge mobile devices.
  • Prepare medical devices and cell phones for potential power outages by charging them completely and getting back-up systems ready.
  • Check in on your neighbors to make sure they know about the storm conditions and are prepared.

During the storm, take the following actions:

  • Avoid driving if at all possible. Dangerous road conditions are anticipated throughout the region. Do not attempt to drive through flooded roads.
  • Bring pets inside during the storm to keep them safe.
  • Call 911 for life-threatening situations, such as people trapped by flooding or damaged trees, and debris flows threatening buildings.
  • If you see flooding, fallen trees, or other significant damage that isn’t immediately life threatening, report it, call 311 or visit https://lacity.gov/myla311.
  • Assume all downed power lines are electrified and dangerous. Report power issues to the Department of Water and Power by calling 1-800-342-5397.
  • Do not operate generators indoors or in garages. Generator operation tips can be found here: https://www.fema.gov/fact-sheet/use-generators-safely-home
  • Monitor https://Emergency.LACity.gov/Rain for information on the latest storm updates and City response.

Burn Scar Safety:

  • Burn scar areas can experience flooding and debris flows with little warning.
  • Debris flows may contain mud, rocks, trees, and other material moving at high speeds.
  • Have an evacuation plan ready before the storm arrives.
  • If you observe rapidly increasing runoff, moving debris, or unusual rumbling sounds, move to safety immediately.
  • Don't wait for conditions to worsen before taking action.

If Flash Flooding Threatens:

  • Move to higher ground immediately.
  • Stay out of flood channels, creeks, washes, and low-lying areas.
  • Never walk or drive through flood waters.
  • Be especially cautious at night when flooding is harder to see.
  • If officials issue evacuation instructions, leave promptly.
