Update on quality of life projects and construction for week of November 2

The City of Hoboken is continuing with a number of quality of life projects this week. Below are construction updates on the City’s complete streets and vision zero improvements, construction on the 5-acre Northwest Resiliency Park and flood infrastructure, new playground safety surface at Elysian Park, the installation of holiday decorations, and utility maintenance by SUEZ, NHSA, and PSE&G.

Complete Streets and Vision Zero improvements on Grand Street, 7th Street, 12th Street, and Willow Avenue
 
The City will be improving Grand Street, 7th Street, and 12th Street with the following complete streets improvements:

  • Milling and paving
  • High-visibility crosswalks
  • Upgraded ADA ramps
  • Painted bump-outs
  • Daylighting at corners
  • Raised intersection at 9th Street/Grand Street
  • Buffered bicycle lane.
The City will be resurfacing Grand Street between 9th Street and Observer Highway, 7th Street between Monroe Street and Hudson Street, and 12th Street between Adams Street and Willow Avenue from Monday 11/2/20 through Wednesday 11/4/20 during the hours of 8am - 6pm. These roads will be closed during these hours, and parking will be restricted on both sides.
 
This project is funded by a grant from the New Jersey Department of Transportation (NJDOT).

Hudson County will be resurfacing Willow Avenue between 15th Street and the northern Hoboken City boundary with Weehawken overnight on Thursday 11/5/20 during the hours of 6:30pm – 5am. Willow Avenue will be closed to vehicles during these hours, and this work is being done overnight to minimize traffic impacts. Parking will be restricted on both sides of Willow Avenue from 15th to 16th Streets.
 
Hudson County will be installing ADA-compliant curb ramps on Willow Avenue between 11th Street and Observer Highway from 11/2/20 through 11/6/20, except Election Day, during the hours of 8am – 6pm. No road closures are anticipated, unless as directed by police on site. Parking will be restricted near intersections.
 
Northwest Resiliency Park
 
Construction continues on the 5-acre Northwest Resiliency Park, which will be New Jersey’s largest resiliency park. The park will have above and below ground infrastructure to withhold up to 2 million gallons of rainwater to help mitigate local flooding. The contractor will undertake the following activities during the week of 11/2/2020-11/6/2020, except no work on Election Day: 
  • Continue site drainage piping to the one million gallon tank.
  • Continue backfilling the one million gallon tank.
  • Continue installation of the interior flushing system for the one million gallon tank.
  • Continue constructing concrete pile caps.
The City uses a combination of low interest and interest-free loans, principal forgiveness for the resiliency features, and grant money to save over $19 million over the life of the project. The Northwest Resiliency Park also utilizes the Open Space Trust Fund to pay for the construction costs of the Northwest Park, and is not utilizing any funding from the 2020 municipal budget.

Elysian Park Playground Safety Surface
 
The northern playground remains closed as the safety surface installation is underway and the drainage system installation is complete. The safety surface installation will continue through the week of 11/2 during the hours of 8am – 6pm, except for Election Day. The project is expected to be completed by the end of the week due to weather delays.
 
Holiday Decorations
 
The Hoboken Business Alliance (HBA) will be installing lights for the holiday season at various times throughout November. On Wednesday 11/4/2020, a contractor for the HBA will begin installing the following decorations:
  • Garland with lights around streetlight poles on Washington Street and 14th Street.
  • Garland with bows on fences near the PATH station on Hudson Place.
  • Christmas Tree on the 11th Street island median bumpout on Washington Street.
  • Winter seasonal decor in hanging planter baskets on streetlight poles on Washington Street.
The Department of Environmental Services will also begin installing snowflake decorations in November on streetlight poles on Washington Street, 1st Street, and 14th Street.

SUEZ Routine Water Infrastructure Maintenance and Outage Alerts

SUEZ Aqueduct Repair
 
SUEZ will be conducting necessary repairs to the Jersey City aqueduct on behalf of the Jersey City Municipal Utilities Authority. This aqueduct is the primary source of water supply and distribution for the City of Hoboken. Improving this critical piece of infrastructure will enhance service reliability for all customers. Repairs are scheduled for Monday, 11/2, followed by restoration of flow in the south aqueduct through Friday 11/6.
 
During this time customers may experience discoloration in water. In an effort to limit any discolored water, SUEZ will be monitoring water quality conditions throughout the repair. Should you experience any discoloration, please note it should not last for more than one to two hours. If you see discolored water, run your cold water until it clears. If your water does not run clear after two hours, please contact the Suez 24-hour customer service number at 1-800-422-0141.
 
Water quality parameters while this work is conducted will still be met. However, SUEZ does not recommend washing white clothes if you notice discolored water. SUEZ and the City of Hoboken kindly ask for your patience and support as they complete this necessary upgrade as quickly and safely as possible.
 
NHSA Routine Sewer Maintenance on Washington Street
 
North Hudson Sewerage Authority (NHSA) will perform reconstructive lining of combined sewers on Washington Street to repair and maintain their system. NHSA will be sending a camera through the sewer line on Washington Street between 11th Street and 14th Street on Monday, 11/2 during the hours of 8:30am – 4:30pm. 11th Street from Bloomfield Street to Washington Street may be closed for an hour during this time. Parking will be restricted on both sides of Washington Street from 12th Street to 14th Street, and the west side of Washington Street between 11th Street and 12th Street.
 
PSE&G Emergency Work on Monroe Street
 
PSE&G needs to repair underground facilities on Monroe Street between 11th Street and 12th Street.  This emergency work will occur on Friday 11/6/20 through Sunday 11/8/20 from 8 AM – 6 PM. Monroe Street will be closed during these hours, and parking will be restricted on both sides.
 
PSE&G Tree Trimming
 
PSE&G will proactively trim trees throughout Hoboken beginning in November. This necessary tree work is part of regular maintenance and is scheduled to be complete by the end of 2020, weather permitting. Tree work does not include the removal of any trees, only trimming (pruning) to ensure proper clearances that are required by the New Jersey Board of Public Utilities (BPU).
 
Keeping power lines clear of vegetation is crucial to the safety and reliability of electric service. Trees are trimmed because branches and trees that contact power lines are one of the prime causes of electric outages. Additionally, branches create pathways to electric conductors for small animals. PSE&G is mandated by the NJ BPU to conduct vegetation management on a four-year cycle to help ensure electric safety and reliability.
 
Asplundh Tree Company is the contractor that will conduct this work. The work will be performed by experienced and certified tree trimmers at no additional cost to residents or customers. Asplundh has started contacting customers and posting signs throughout the area.
