San Pablo Police Promotions and Appointment
SAN PABLO, CA – After conducting an extensive executive search and assessment center for the rank of Commander and an internal assessment center for the rank of Sergeant, Chief Lisa Rosales is proud to announce the following promotions and appointment:
On July 1, 2016 Sergeant Brian Bubar was promoted to the rank of Commander. Commander Bubar began his career with San Pablo Police Department in December 2002. His previous assignments include Patrol, West Net, Hostage Negotiations, Recruiting and Priority Oriented Policing. Commander Bubar is expected to obtain his Bachelor of Science in Criminal Justice from California Coast University by the end of 2016. In July 2016 Commander Bubar graduated from California's P.O.S.T. Supervisory Leadership Institute where he was selected as one of the class graduation speakers. Commander Bubar is assigned as the Patrol Division Commander reporting directly to Chief Lisa G. Rosales.
On July 1, 2016 Detective David Neece was promoted to the rank of Sergeant. Sergeant Neece began his career with San Pablo Police Department in May 2006. His previous assignments include Patrol, Investigations, SEA Team and he recently served as President of San Pablo Police Employees Association. Sergeant Neece possesses a Bachelor of Science in Criminal Justice Management from Union Institute and University. Sergeant Neece is assigned to the Patrol Division reporting directly to Commander Bubar. He also serves as the SEA Team Leader and will coordinate the department’s Peer Support program.
On August 15, 2015 Lieutenant Sidney DeJesus will be appointed to the rank of Commander. Commander DeJesus comes to us from the Vallejo Police Department, where he served for 22 years. His past assignments include Professional Standards, Youth Services, Investigations and Patrol. Commander DeJesus possesses a Bachelor of Science in Criminal Justice Management from Union Institute and University. Commander DeJesus will be assigned as the Investigations Division Commander reporting directly to Chief Lisa G. Rosales.
A ceremonial matter will be held on Tuesday, September 6, 2016 at 6:00 p.m. in the City of San Pablo Council Chambers, 13831 San Pablo Avenue Building 2, acknowledging these promotions and appointment.
Chief Rosales is extremely pleased with the addition of Commander Bubar, Commander DeJesus and Sergeant Neece to the San Pablo Police Department Management Team. Each of these law enforcement professionals bring extensive experience to the organization that will support the department’s motto; Service, Community, Integrity.
