The power outage is affecting the southern portion of Palo Alto, with over 4,000 customers without power. The outage is believed to be caused by some mylar balloons that came into contact with some power lines. Utilities personnel believe that power will be restored within the next 60 minutes (and hopefully by 3 p.m.).
