MILWAUKEE- United States Marshal for the Eastern District of Wisconsin Anna Ruzinski joined by Racine Police Department Chief Maurice Robinson announce the arrest of Terry “Scooter Man” Jackson following an arrest operation conducted this morning in Chicago, Illinois by members of the United States Marshals Service Great Lakes Regional Fugitive Task Force-Chicago Office. Upon making contact at a residence, Jackson was observed in a window of the home with a firearm. Following a brief standoff and negotiations Jackson surrendered without incident. A firearm was recovered from the scene.
On February 27, 2022, Jackson is alleged to have assaulted two women in Racine, WI using a claw hammer. Arrest warrants were issued for this offense and adopted by the Great Lakes Regional Fugitive Task Force- Milwaukee Office.
On April 24, 2022, Jackson is alleged to have returned to Racine, WI where he entered the home of one of his original victims from the February 27th attack. Jackson assaulted the victim in her home with her children present, forcefully removed her from the home and into her vehicle. The victim was subsequently located by the Racine Police Department inside the vehicle deceased from a single gunshot wound to the head. Jackson was charged with the homicide of Brittany Booker.
The fugitive investigation for Jackson spanned five states, Wisconsin, Illinois, Indiana, Texas, and Arizona before ultimately returning to Chicago, IL where Jackson was located and arrested this morning.
Marshal Ruzinski stated, “This was a particularly violent criminal. Only through cooperation without partner agencies and the diligent work of our Fugitive Task Force, he is now off of the street.”
