News Release: Fraud Suspects Arrested After Ramming Patrol Cars

Police arrested two felony fraud suspects and seized a loaded handgun on Friday night after the suspects rammed their truck into a patrol car during a traffic stop, fled, and later rammed a second patrol car.

On Friday, July 7 2023, at about 5:00 p.m., our 24-hour dispatch center received a call from an employee at First Tech Federal Credit Union at 3000 El Camino Real reporting a male suspect attempting to fraudulently withdraw funds from an account that did not belong to him. As officers were responding, the employee reported that the suspect was leaving in a vehicle.

At about 5:01 p.m., a responding patrol officer spotted the suspect vehicle (a black Ford F-150 pickup truck) in the parking lot of the business. When the officer positioned his marked patrol vehicle behind the truck, the suspect driver abruptly reversed the truck, striking the front of the patrol vehicle. The suspects then drove forward over a curb and sped off at a high rate of speed with officers in pursuit. Officers pursued the suspect vehicle until it reached a dead end on the 400 block of Leland Avenue and drove into a driveway. When officers pulled in behind the suspect vehicle, the suspect driver, again, abruptly reversed the truck, striking the front of the patrol vehicle with sufficient force to deploy the patrol vehicle’s airbags and ignite a fire in the engine compartment. The suspects were unable to drive any farther and were detained without any further incident.

The officer in the first patrol vehicle struck by the suspect vehicle was uninjured. The patrol vehicle sustained moderate damage. The two officers inside the second patrol vehicle struck by the suspect vehicle sustained a broken hand bone and abrasions to the face, respectively, and were treated and released at a local hospital. The second patrol vehicle sustained extensive damage. Neither of the suspects were injured.

Inside the suspect vehicle, police found a loaded handgun, narcotics, and numerous fraudulently manufactured identification cards. Police later determined that the suspect vehicle itself had been fraudulently obtained using another person’s personal identifying information.

Police booked 39-year-old Emmanuel Glinton, who declined to provide his city of residence, into the Santa Clara County Main Jail for eight felony charges including: two counts of assault with a deadly weapon (for reversing the truck in the direction of the officers), reckless evading, carrying a concealed firearm, being a prohibited person in possession of a firearm, possession of a controlled substance while armed, and false personation; four misdemeanors including: false identification to police and resisting arrest. Glinton was also booked for three outstanding felony warrants and two outstanding misdemeanor arrest warrants out of Sacramento Police Department and Sacramento County for a variety of offenses including narcotics possession, fraud, evading, resisting arrest, illegal weapons possession, and violation of probation. Police booked the passenger, 27-year-old Kelsey Kathleen Lucius, who declined to provide her city of residence, for identity theft and false personation (both felonies); resisting arrest and false identification to police (both misdemeanors); and two felony warrants out of Sacramento County for check fraud.
