ARRAIGNMENT/BAIL STATUS: Cartagena was arraigned in Amsterdam City Court in front of the Honorable Judge William J. Mycek and was remanded to the custody of the Montgomery County Correctional Facility on $5,000 Cash Bail, $50,000 Bond.
INCIDENT NARRATIVE: On August 19th, 2023 at approximately 12:25 p.m. an Amsterdam Police patrol officer conducted a traffic stop on a 1996 Honda Civic. Upon speaking with the driver of the vehicle it was determined the vehicle’s operator currently held a suspended license. At that time an investigation was conducted into the driver of the vehicle identified as John Carlos Cartagena. Cartagena was asked to exit the vehicle to which he complied. After further conversation with officers Cartagena attempted to flee on foot from the traffic stop. After a brief foot pursuit, Cartagena was taken into custody without further incident. Following Cartagena’s arrest a search of his person was completed. Inside of a “fanny pack” that Cartagena was wearing officers located a loaded Glock 43 9mm handgun. Cartagena was then transported to police headquarters for processing.
The Amsterdam Police Department was assisted by the Montgomery County Sheriff’s Office, New York State Police, and the Office of the Montgomery County District Attorney Lorraine Diamond in this investigation, the investigation is ongoing and additional charges are possible.
While there was probable cause for this arrest, all persons are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
