* WHEN...From 10 AM Thursday to 6 AM EST Saturday.
* IMPACTS...Visibilities may drop below 1/4 mile at times due to falling and blowing snow. Whiteout conditions are expected and will make travel treacherous and potentially life-threatening. Heavy snow is most likely Thursday afternoon, and then again late Friday morning through Friday night. Strong winds and snow could lead to downed trees and power outages.
