Press Release: Fairfield Police Arrest 52-Year-Old Fairfield Man for Attempted Kidnapping of 14-year-old Student

This morning at around 9:00 am, the Fairfield Police Department received a call reporting that an unknown man had attempted to kidnap a 14-year-old female student walking to the Matt Garcia Learning Center.

The student reported that when the man attempted to grab her, she resisted and fled from him while being pursued. Upon arriving at school, the student notified her father and school administrators, who promptly called police.

Officers immediately began searching for the unknown man, utilizing all resources at their disposal, including a drone.

Simultaneously, our amazing dispatchers and Officer Beckwith reviewed camera footage, ultimately locating the man on the third floor of City Hall.

Officers made contact with the man, now identified as 52-year-old Samuel Galvao, on the third floor.  Galvao resisted arrest, but was ultimately detained and positively identified as the culprit by both victim and an independent witness.

He was subsequently transported to the county jail and booked on charges of attempted kidnapping and resisting arrest.

We recognize and applaud the brave actions of the student, and would like to use this as an opportunity to remind parents to speak with your children about the importance of remaining alert to your surroundings and the people around you. If they ever sense danger or feel they are being followed, ensure they know to find a safe public place and are able to recognize “safe” adults, such as public safety officials and school administrators.

We also appreciate our ongoing partnership with the Matt Garcia Career and College Academy and the Fairfield-Suisun Unified School District, and emphasize our enduring commitment to ensuring the safety of our community.
