Traffic Advisory: 41st Annual Penn Center Heritage Days Parade to impact travel on Saturday 
The 41st Annual Penn Center Heritage Days Celebration Parade will take place Saturday, November 8, 2025, at 9:00 a.m. on St. Helena Island. Motorists can expect traffic impacts and delays from 8:30 to 11:00 a.m. along U.S. Highway 21/Sea Island Parkway.
Traffic Management and Closures
- Deputies with the Beaufort County Sheriff’s Office and Troopers with the South Carolina Highway Patrol will be on-site directing traffic and managing control points along the parade route.
- From 9:00 to 11:00 a.m., law enforcement officers will alternate traffic flows in the westbound lane of U.S. Highway 21/Sea Island Parkway, reducing traffic to one lane to accommodate the parade.
- No parking will be permitted along the parade route from Halifax Drive to Dr. Martin Luther King Jr. Drive. Vehicles will instead be parked in the median of Highway 21/Sea Island Parkway to serve as a safety barrier for the lane reversal and parade route.
- Parking will be allowed along the roadside from Halifax Drive toward Fripp Island and from Dr. Martin Luther King Jr. Drive toward Lady’s Island.
- Dr. Martin Luther King Jr. Drive will be closed to all traffic from U.S. Highway 21/Sea Island Parkway to the fork of Club Bridge and Lands End Roads from 9:00 a.m. to 1:00 p.m.
- Check-in, parking, and participant drop-off will take place at Wesley E. Felix Park, located at 179 Ball Park Road, St. Helena Island, beginning at 7:15 a.m. Last check-in is at 8:30 a.m.
- The staging area for the parade is along Halifax Drive.
- The parade route begins on Halifax Drive, turns onto U.S. Highway 21/Sea Island Parkway, and proceeds to Dr. Martin Luther King Jr. Drive, ending at the Penn Center.
- For safety reasons, no pedestrian traffic will be allowed along the parade route at the intersection of U.S. Highway 21/Sea Island Parkway and Dr. Martin Luther King Jr. Drive during the parade.
- A shuttle will operate between Wesley E. Felix Park and the Penn Center from 7:30 to 11:00 a.m. on Saturday.
- Digital message boards have been placed along U.S. Highway 21/Sea Island Parkway in both directions to alert drivers to the upcoming traffic changes.
- Motorists are urged to plan travel accordingly, expect delays, and use extra caution when traveling in the area on Saturday morning.
