* WHAT...Dangerously cold wind chills as low as 21 below expected.

* WHERE...Northwest Pocahontas and Southeast Randolph Counties.

* WHEN...From 4 AM Sunday to 10 AM EST Monday.

* IMPACTS...The dangerously cold wind chills as low as 25 below zero could cause frostbite on exposed skin in as little as 30 minutes. Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures. The extended period of significantly below freezing temperatures could also cause ruptured water pipes.

* AFFECTED AREAS: NORTHWEST POCAHONTAS ... SOUTHEAST RANDOLPH
