News Release: Police Arrest Suspect for Evading and Assault on Officer
Police arrested a man Tuesday afternoon in connection with an assault on an officer and evading that occurred Monday night.
On Monday, December 15, 2025, at about 11:15 p.m., officers were on patrol in the area of the 1700 block of Embarcadero Road. An officer saw a dark colored SUV driving on Embarcadero Road and pull into a driveway. A records check revealed that the vehicle’s registration was expired. When the vehicle left, it began driving without the headlights on. Officers activated their emergency equipment to perform a traffic stop. The SUV fled north on West Bayshore Road at a high rate of speed. The officers did not pursue the vehicle. A few minutes later, an officer located the vehicle waiting outside a gated entrance to an apartment complex on the 1700 block of Woodland Avenue in East Palo Alto. The officer parked behind the vehicle and activated the emergency lights to make contact with the occupants of the vehicle. The SUV then reversed into the officer’s car, striking the front bumper of the patrol car. The SUV then accelerated forward through the closed apartment complex gate. The SUV drove through the apartment complex and exited by driving through the closed exit gate. Officers pursued the vehicle east on University Avenue for a short period but terminated the pursuit due to the fleeing vehicle’s unsafe speed.
Through investigation, the suspect was identified as 63-year-old Jimmy Russian CoseyStevens of East Palo Alto. CoseyStevens was located at his residence and arrested after a brief foot pursuit. Police booked CoseyStevens into the Santa Clara County Main Jail for assault with a deadly weapon, evading, (both felonies), and failure to register as a sex registrant (a misdemeanor).
