ROHNERT PARK, CA — On 9/24/26, The Rohnert Park Department of Public Safety conducted a human trafficking operation focused on identifying individuals seeking to exploit minors for commercial sexual activity and other criminal conduct.

During the operation, investigators identified Dallin Kimball Hupp, a Santa Rosa resident as a suspect. Based on evidence developed during the investigation, Hupp was arrested in the Harvest Lane area of Santa Rosa on 9/24/26 at approximately 12:50 PM.

Lane was arrested for the following violations:
•California Penal Code § 236.1(c)(1) – Commercial Sex acts with a Minor
•California Penal Code § 288.4(b) – Arranging a Meeting with a Minor for Lewd Purposes

Human trafficking involving minors is one of the most serious forms of exploitation investigated by law enforcement. California law recognizes that minors involved in commercial sexual activity are victims of exploitation, and law enforcement operations such as this are intended to identify and arrest individuals who seek to prey upon vulnerable children.

The Rohnert Park Department of Public Safety recognizes that the public has seen similar enforcement-related posts from our agency in recent months. These investigations and arrests are not repetitive by accident. They reflect our continued commitment to proactively identifying individuals who seek to exploit minors. As long as individuals continue attempting to engage in criminal sexual conduct involving children, Rohnert Park DPS will continue conducting these operations, making arrests when probable cause exists, and working to hold offenders accountable through the criminal justice system.

The Rohnert Park Department of Public Safety remains committed to proactively investigating human trafficking, child exploitation, and crimes targeting minors. These investigations often involve undercover enforcement, digital evidence, and coordination between specialized investigators and allied law enforcement agencies.
