Alcohol Sting: Minor Decoy Shoulder Tap Operation

ROHNERT PARK, CA – On Friday, September 26, 2026, officers from the Rohnert Park Department of Public Safety, Cotati Police Department, and the California Department of Alcoholic Beverage Control conducted a shoulder tap operation in an effort to combat the availability of alcoholic beverages to minors. 

This operation targets individuals who furnish alcoholic beverages to underage minors and department decoys. The goals are to reduce underage drinking and the associated DUI driving injuries, fatalities and/or property damage, and to reduce youth access to alcoholic beverages through enforcement intervention and the increased presence of local law enforcement.

The minor decoys who were underage were provided money and instructed to stand outside the premises and ask people to purchase alcohol for them. The minor decoy was instructed to inform the person they were underage and that the clerk inside the store would not sell them alcohol. If the person agreed, the decoy was instructed to simply hand them the money and wait outside the premises for the alcohol.

During the operation, three subjects were contacted for providing alcohol to the minor decoys. All three subjects were issued citations for 25658(a) B&P (Furnishing alcohol to minor). The subjects were released at scene and given a court date.

As part of the program, the Rohnert Park Department of Public Safety will be working collaboratively with Cotati Police Department and Sonoma State University Police Department to address alcohol related concerns, issues, and enforcement in their jurisdictions.

This project is part of the California Department of Alcoholic Beverage Control’s Alcohol Policing Partnership Program and will run through June of 2027.
