The Berkeley Police Department is issuing a warning to residents, particularly senior citizens and their families, regarding a sophisticated and aggressive home repair scam recently reported in the area. Authorities have identified a pattern of "itinerant" or "traveling" scammers—who are targeting vulnerable homeowners with fraudulent roofing and masonry services.
 
How the Scam Works
These individuals typically operate in small groups, traveling in white pickup trucks and wearing professional gear like high-visibility vests to appear legitimate. The scam often follows this sequence:

  1. Unsolicited Contact: Scammers knock on doors or approach residents in their yards, claiming they were "just in the neighborhood" working on a neighbor's home.
  2. The "Urgent" Problem: They claim to have spotted immediate, dangerous damage to the resident's roof or chimney (e.g., loose shingles or ivy damage) that requires a low-cost, "quick fix" for $150–$200.
  3. Intentional Damage: Once on the roof, the scammers intentionally cause damage—such as removing structural blocks or cutting holes—to create a "crisis".
  4. Escalating Demands: They then inform the homeowner that the situation is far worse than expected, demanding thousands of dollars in upfront cash payments for materials. Recent cases have seen victims lose between $10,000 and $450,000 to these high-pressure tactics.
Red Flags to Watch For
  • Unsolicited Door-to-Door Offers: Reputable contractors rarely solicit work door-to-door, especially for "today only" deals.
  • Irish or British Accents: Many members of these international rings are foreign nationals using fake business names like "Statewide Roofing" or "Reliance Paving".
  • Pressure for Cash: Scammers frequently insist on cash payments or checks made out to individuals rather than a business.
  • Lack of Credentials: They often cannot provide a valid local solicitor’s permit or a state contractor’s license.
How to Protect Yourself
  • Say No to Doorstep Estimates: Never hire a contractor who approaches you unsolicited.
  • Verify Licenses: Check any contractor’s credentials through the State Contractors License Board or equivalent local authority.
  • Seek a Second Opinion: If told your home needs urgent repair, contact a local, established business for a verified inspection.
  • Report Suspicious Activity: If you see suspicious individuals or vehicles (often white Ford F-150s with out-of-state plates) soliciting in your neighborhood, call 510-981-5900.
"This is a predatory crime that exploits the trust of our most vulnerable neighbors," said Detective Sergeant Jeremy Lathrop. "We urge all residents to talk to their elderly family members and neighbors about these tactics. Do not let anyone on your roof without a verified contract and license."
